Mexico.- With 21 votes in favor, three against and three abstentions, the United Commissions on Foreign Relations and Foreign Relations of Europe, of the Senate of the Republic, approved the opinion so that Quirino Ordaz Coppel from Sinaloa is ambassador from Mexico to Spain.
Subsequently, this approved opinion will go to the plenary session of the Senate so that next week it can be discussed and, where appropriate, approved.
Among the votes cast with abstention are two PAN members and one PRI senator, while the votes against came from PRI legislators and one PAN member.

During the vote, the participation of the PRI legislator Manuel Añorve drew attention, who highlighted: “sure treason, my vote is against”when referring to the acceptance of Ordaz Coppel to the position as Mexico’s representative abroad during the management of a government outside his party.
The vote took place after the appearance of the former governor of Sinaloa before both commissions of the Senate of the Republic, where he highlighted the phrase: “The representation of Mexico is a representation of the Mexican State, it represents the nation, a country, all …”
The former governor of Sinaloa made it clear that, if he has the ratification of this sovereignty, he will do his best to represent Mexico with dignity and strengthen relations with the Kingdom of Spain and with the principality of Andorra.
“The paths are clear and marked, they are marked by the rich history of Mexican diplomacy and the treaties and collaboration agreements are established in the Constitution. I will be absolutely faithful to this tradition and to these pillars of our nation. I will work hand in hand with the team from the Foreign Ministry, with the officials of the Mexican Foreign Service and with the Committees on Foreign Relations and Foreign Relations of Europe of this Senate of the Republic to build powerful inertias that benefit our nations”, he commented.
He said that he will be a tireless promoter of the investment, economic, cultural, artistic, tourist and gastronomic activity.
“The different responsibilities of my life have prepared me to assume this honorable commission. As a former legislator and former governor, I know the importance of high-level political dialogue and the importance of reconciling, finding common ground and joining forces moving forward. That has been my life practice as a person and as a public servant. I am at his orders and at the service of Mexico.”
In his presentation, Ordaz Coppel highlighted important data from the history that unites Mexico with Spain with the goal of freedom.
“For 500 years, Mexico and Spain have had a relationship of great intensity, unique in the world. Over the centuries, our nations have had points of divergence, but, above all, our societies have had extraordinary moments of closeness and convergence.” He stressed that our societies are also united by words and dialogue, since we speak the same language, which is always more than words, “because language is also a link and vehicle of ideas, feelings and images, our societies recognize each other in its regional and cultural diversity, but, above all, in its love for freedom”.
He recalled that in the difficult moments of the Spanish exile, the great humanitarian work of General Cárdenas allowed thousands of Spaniards to come and start a new life in Mexico, where they would contribute with their talent and work to the development of our country. “The people of Mexico welcomed them with open arms and offered them a new home. This affection has also always been reciprocated, since tens of thousands of Mexicans have also enjoyed the generous Spanish hospitality when we have gone there”.
He stressed that 45 years ago, on March 28, 1977, our nations resumed diplomatic relations and our societies deepened their long struggles for democracy and social justice.
“These have been intense decades, but today we are two young democracies with enormous vitality and economic strength, we are the 14th and 15th largest economies in the world and we are also exporting and tourism powers. The sheer force of our history propels us toward a future of justice and shared prosperity,” he added.
To strengthen and expand the strategic bilateral relationship between Mexico and Spain, said the Sinaloan, his mission will be to continue building bridges so that our societies find new opportunities for development and comprehensive growth and promote dialogue in search of new understandings and cooperation horizons.
Ordaz Coppel work plan
He was convinced that there is no relationship in the world as deep, close and dynamic as the one between Spain and Mexico, which is why he presented the main elements of his work plan as ambassador of Mexico in Spain, a supported and guided proposal, he said , by the principles of foreign policy established in article 89, section 10, of our Constitution.
In a structure of seven main points, he described the political dialogue between our nations as number one.
“I will work tirelessly to advance the dialogue of bilateral relations in all orders. I will be an effective channel of communication between the government of Mexico and the governments of Spain and Andorra. As a former legislator, I value the importance of the Mexico-Spain inter-parliamentary meetings, which began in 1984, which is why I will promote legislative diplomacy through them and the rapprochement between our Legislative Power and the General Courts of Spain. I will strengthen ties with the governments of the autonomous communities and those of these or the state governments. I will contribute to the internal procedures of Mexico and the European Union and Spain that allow the approval and entry into force of the Modernized Global Agreement Mexico-European Union. I will support the thirteenth meeting of the Mexico-Spain Bilateral Commission, which I consider to be vital and of fundamental importance”.
With Andorra, he said, he will seek greater rapprochement and will manage an agenda of priority bilateral legal instruments, in addition to making visits by high-level officials.
As the second point of his work plan, Ordaz Coppel highlighted the economic promotion of Mexico.
He said that we start from a basic and essential condition, where Spain is Mexico’s second largest trading partner in the European Union, with more than 75 billion dollars invested in more than 7 thousand companies with Spanish capital. “Spain is the first European investor in Mexico and the second in the world after the United States. In turn, Mexico is the first Latin American investor in Spain”.
He stressed that the economic relationship with Spain is one of the most important for Mexico, which, he said, will continue to be promoted and strengthened, “for this reason I will work to take advantage of the imminent Modernized Global Agreement as an axis for promoting new investments and commercial exchanges.”
Ordaz Coppel stressed that he will promote Mexican exports to Spain, including agricultural ones, and will support the internationalization of Mexican companies, in addition to promoting investment in the country with respect to our legal framework.
In the third point, he mentioned the cultural promotion of Mexico, where it is intended to execute the Foreign Ministry’s cultural diplomacy strategy as diligently as possible. “I will promote La Casa de México in Spain as a platform for promotion and connection. I will use the collaboration agreement between the Foreign Ministry and the Cervantes Institute to promote our literature and our writers. I will decisively promote exchanges in artistic and cultural matters, as well as meetings between artists and creators from both countries”.
The promotion of education and science was the fourth point addressed in his work plan, where he said that he will consolidate the Mixed Fund for Technical and Scientific Cooperation Mexico-Spain based on the 20-30 agenda.
“I will promote academic mobility and facilitate the homologation and recognition of degrees and studies between both countries. I will always be attentive to the needs of our academics, the internationalization and exchange of knowledge and experiences. We will manage more scholarships for the exchange of students”, he added.
With Andorra, he said, he will work on innovation for sustainable development and accelerated technological change, as promoted at the Ibero-American Conference.
As a fifth point, he mentioned the tourism promotion, where he said that the priority will be to recover and exceed the levels that we had in 2019, when 392 thousand Spaniards traveled to Mexico and 598 thousand Mexicans traveled to Spain. “With the pandemic, these figures have plummeted by more than 75 percent, but we trust that we will be able to reverse these figures, always working together with the other bodies involved in this area.”
As a businessman in tourism, Ordaz Coppel spoke about this line focusing on the recovery of flows, reported that Mexico and Spain have the Tourism Cooperation Agreement of 1996 and the Tourism Memorandum of Understanding of 2019. “Based on these instruments, I will work tirelessly to strengthen the exchange of good tourism practices, including the enormous Spanish experience with retirement tourism and medical tourism, also promoting cultural and environmentally friendly tourism”.
As the sixth point of his work plan, Quirino Ordaz Coppel said that regional and multilateral efforts will be added. “One of my top priorities will be promote the approval of the New Mexico-European Union Global Agreement, which will bring us great and enormous benefits. Without the slightest doubt, in my management I will be a worthy and determined representative and defender of Mexico before the World Tourism Organization”.

In the seventh and last point of his work plan, the former governor of Sinaloa mentioned the attention to Mexicans in Spain and Andorra. “I will strengthen consular assistance and protection, particularly those in a situation of greater vulnerability. I will maintain very close active-proactive relationships with the Mexican community in Spain. We will promote the preventive protection of Mexicans abroad and I will ensure the legal support of our fellow citizens.”
