In response to user complaints, Apple released an update to the iOS 17.5 operating system to solve this problem.

It is noteworthy that photos on Apple devices are not deleted immediately when the user deletes them, but rather they are moved to the “Recently Deleted Photos” folder. These photos remain in this folder for 30 days, so the user can restore them if they want.
At the same time, the user can manually delete these photos from the “Recently Deleted” photos folder via the Photos application if he wants to delete them permanently immediately. Users who activate the automatic updates feature will find the option to install iOS 17.5.1, while other users who have the latest Apple devices can enter the Settings menu to start downloading the update manually.
