Protection and recovery of residential use and local commerce in the center of Madrid. These are the main lines of the new Reside Plan presented by the mayor of the city, José Luis Martínez-Almeida, with which tourist apartments in neighboring communities will be limited, 210 disused buildings will be enabled for affordable rental and the transformation of commercial premises into VUT (housing for tourist use), among other measures.
This Thursday, the Governing Board of the Madrid City Council gave the green light to the plan, which will be divided into two areas of regulation: on the one hand there will be stricter conditions for the historic centerwhere the council points out that the presence of tourist homes is greater and, consequently, the loss of real estate assets for residential use is also greater, and on the other hand, more permissive limits will be established in the area outside the area known as ‘central almond’.
In this way, in the perimeter delimited as the historic center, with the aim of protecting residential use, scattered tourist flats are prohibited in residential buildings, even on the ground floor. For its part, in buildings that are not for residential use, tourist apartments are allowed without limitations.
Likewise, within the central almond, to promote the rehabilitation of residential buildings the use may be changed to tourist flats in those buildings for residential use that have protection (listed), are obsolete and located on a non-commercial street. These new tourist apartments can only operate in exclusive buildings. for 15 years and they will have a direct license linked to the rehabilitation and restoration of the building. Once this period has expired, it will once again have residential use.
Outside the historic center, the José Luis Martínez-Almeida City Council allows the implementation of tourist apartments under current conditions, both in complete buildings and in dispersed homes that coexist with residential use. However, in this last case, the Reside Plan includes as a novelty the obligation for these tourist apartments to have independent access.
Recovery of residential use in the center
On the other hand, Almeida’s new program focuses on the need to recovery of residential buildings to avoid desertification. Thus, the City Council will offer urban planning advantages to convert buildings from tertiary use to residential use, with incentives such as increasing the existing buildable area.
The transformation of private, cataloged and obsolete public facilities into residential use for affordable rental housing and/or coliving is permitted. This change will only be allowed in listed buildings, through a special protection plan that ensures their restoration and rehabilitation. Currently, There are 210 buildings of these characteristics in the historic center of the city.
Shielding local commerce
As explained by the first mayor of the Madrid City Council, the 2019 Accommodation Plan allowed tourist apartments to be freely implemented on the ground floor, which has caused many neighborhood stores disappear in the central area because the tourist housing activity is more profitable, thus causing a reduction in commerce serving the neighbors. From 2015 to 2024, 3,306 premises have been transformed into tourist homes and/or apartments in Madrid.
Due to these data, the Reside Plan will prohibit the transformation of commercial premises into tourist flats in the historic center and the transformation of premises into homes on the main tertiary roads. Outside the central almond, the transformation of premises into VUT is also prohibited on tertiary streets such as Bravo Murillo, López de Hoyos, Clara del Rey, Cartagena, Alcalá, Calle de la Oca or Marcelo Usera, among others.
The initial approval of the Modification of the General Plan for the approval of the ParMAD will be taken to the Governing Board of the Madrid City Council in the month of December to be submitted to public information for a period of one month (until January).
After responding to the allegations, it will be submitted to the Plenary Session for provisional approval in the month of April. Subsequently, the Community of Madrid will review the text for its final approval, so it is expected that could come into force in August 2025.
