The reason for the dissatisfaction of citizens was the fact that Dbar received a penalty from the president of the republic for the incident with the shooting in Sukhum, but after that he remained the head of the Ministry of Internal Affairs. The Prosecutor’s Office of Abkhazia, in turn, announced that there was no corpus delicti in Dbar’s actions.
This is an incident that took place on September 30th. It all started when MP Garry Kokaya opened fire from a pistol on the embankment of Sukhum near the restaurant where the presidents of Abkhazia and South Ossetia Aslan Bzhania and Anatoly Bibilov celebrated Victory Day in Georgian-Abkhazian war 1992-1993 and Independence Day. Law enforcement officers and the head of the Ministry of Internal Affairs arrived at the scene, Kokaya resisted them. A fight broke out between the deputy and the minister, as a result of which Kokaya was injured. Later that day, another member of parliament, Almaskhan Ardzinba, opened fire near the building of the Ministry of Internal Affairs.
As a result, Temur Gulia, chairman of the opposition-minded republican public organization of veterans of the 1992-1993 Georgian-Abkhaz war, “Aruaa”, accused Dbar that he and his employees severely beat not only Kokai, but also veterans and war invalids.
