An order from the Constitutional Court of Bolivia (TCP) has established that candidates who have already been re-elected once, whether continuously or discontinuously, will not be able to run for positions such as the Presidency or Vice-Presidency of the country, which would prevent former President Evo Morales (2006-2019) run in the 2025 presidential elections.
“No elected authority who has passed two previous candidacies may run for office. and even less exercise the positions of vice president, vice president of the State and president or president of the Plurinational Legislative Assembly, of president or president of the Chamber of Senators or of Deputies,” reads the opinion, collected by the Bolivian Information Agency.
This decision, which upon its entry into force would prevent the leader of the Movement towards Socialism (MAS) from returning to the Presidency of the country, “will be considered at the time of registration of the candidatures” and, like the other determinations of the TCP, the decisions will be “binding and mandatory.”
This measure, included in Constitutional Order 0083/2024 ECA, comes as response to a request for amendment proposed by the representative of Creo José Carlos Gutiérrez in relation to a Constitutional ruling of December 2023 in which it was declared that “indefinite reelection is not a human right.”
The resolution of the Bolivian Justice occurs in the midst of a serious political crisis within the MAS, the consequences of which have been felt in the same situation, a country involved in protests and blockades promoted by groups related to Morales for more than 20 days.
The blockades – which have caused shortages of fuel, food and million-dollar losses – were initially motivated by the economic crisis, but have served to reclaim the political aspirations of a Morales who, Despite being disqualified, he insists on running in the next elections.
Among their main demands is the release of those arrested during the September marchthe end of his judicial processes – among them one for child abuse and human trafficking – and the recognition of the last party congress, in which he was designated as a candidate for the 2025 elections.
