Already on October 20, Vladimir Putin may decide on new measures to combat coronavirus, including the appointment of non-working days throughout the country from October 30 to November 7. On Wednesday, the head of state will hear reports from the operational headquarters and the cabinet, said presidential press secretary Dmitry Peskov… At a meeting of the Presidium of the Coordination Council under the government on the fight against COVID-19 on October 19, other measures were proposed. In particular, Deputy Prime Minister Tatiana Golikova came up with an initiative to allow Russians to visit certain facilities only by QR codes, to allocate two additional days off for vaccinated people and to transfer unvaccinated employees over 60 years old to a remote location… Business representatives, not recovering from the consequences of the last lockdown, are asking for a delay in tax payments, compensation for costs and salaries of employees above the minimum wage, as well as credit vacations. Most regions have planned mandatory vaccination of certain categories of citizens.
Forced to repeat
The situation with coronavirus in Russia continues to remain difficult, and the number of sick citizens and the burden on medical institutions are growing. Mikhail Mishustin announced this at a meeting of the presidium of the government’s coordinating council to combat COVID-19.
The Cabinet of Ministers came up with decisive initiatives… In particular, Deputy Prime Minister Tatyana Golikova proposed to appeal to the president and introduce following measures:
1) From October 30 to November 7, 2021 inclusive – non-working days… At the same time, for a number of regions, it is necessary to envisage the possibility of introducing “days off” as early as October 23;
2) At the same time, enter admission of vaccinated and ill citizens to certain facilities upon presentation of a QR code… A PCR test is also suitable if there are contraindications to vaccination;
3) Self-isolation of unemployed and unvaccinated pensioners over 60 years for a period of at least four weeks;
4) Providing each employee two days off for vaccinations;
5) Ensuring control over compliance with all restrictions;
6) Purchase of expensive drugs for hospitals.
The head of the Cabinet supported the proposals and instructed Tatiana Golikova to report to the President on these initiatives on October 20… Mikhail Mishustin also recalled that the practice of previous restrictions has shown their effectiveness. It is expected that the president will make the final decision on the measures proposed by the Cabinet on October 20 during a meeting with the government.
– Putin will listen to reports from the headquarters and the cabinet. As soon as he makes a decision, we will publish it, – said the presidential press secretary Dmitry Peskov, commenting on the results of the meeting.…
The State Duma supported the measures announced by the government.
– We only have two options: vaccinations and restrictions.… The introduction of additional days off will make it possible to make sure that there are fewer contacts, less communication and public events. This is aimed at “slowing down” the wave, – said Fedot Tumusov, first deputy chairman of the State Duma health protection committee, in a conversation with Izvestia.
According to the chief sanitary doctor Anna Popova, the number of cases of COVID-19 is growing in all regions. In addition, the incidence of infections among school-age children and people over 60 years old has become more frequent.
– Over the past week, 222,241 cases of diseases were registered, which is 15.5% higher than in the 40th week. Over the past five weeks, we have noted an upward trend against the background of seasonal morbidity in the amount of ARVI and influenza, – said the head of Rospotrebnadzor…
She also drew attention to the incorrect interpretation of restrictions by the subjects. As an example, she cited a situation when, to visit a shopping center, a QR code is presented only at the checkout. At the same time, you can freely walk and communicate freely throughout the shopping center.
Regions keep up
The head of the Ministry of Health Mikhail Murashko also spoke about the difficult situation with COVID-19 at the meeting. He reported that the bulk of the sick are people who have not been vaccinated. He also added that there are more than 15 thousand points deployed in the country where you can get vaccinated.… In addition, the minister singled out several regions, the situation in which he called tense. These are the republics of Tatarstan, Bashkortostan, Udmurtia, the Perm Territory, as well as the Orenburg, Ivanovo and Tyumen regions. According to the head of the department, the federal center has sent additional medical teams to these regions. In hospitals, according to the minister, about 255 thousand people with COVID-19 are now being treated, and 6,700 patients are connected to ventilators.…
To reduce the burden on the healthcare system, it is necessary to quickly reduce the dynamics of morbidity, and lockdown is an effective measure, says allergist and immunologist Vladimir Bolibok.
– Non-working days will overlap in most regions with school holidays, which, in my opinion, is a very good way to limit social contacts.– the specialist told Izvestia.
The doctor believes that the break from work could last longer, but in practice this is hardly feasible.
– In epidemiology, there is an effective way to fight an epidemic – observation, – says Vladimir Bolibok. – This is when all people are locked up in their homes, not allowed to go out into the street. The duration of the observation is 3-4 incubation periods. After which, as a rule, the epidemic ends. With coronavirus, the incubation period lasts up to 14 days, so in order to carry out the observation, you need to put the entire population of the country at home for a month and a half, but we understand that this is impossible…
On October 19, the governor of the Trans-Baikal Territory, Alexander Osipov, said that the region is considering the possibility of conducting non-working days from October 30 to November 7, and school holidays from October 23, the regional government website reports. Schoolchildren will be sent to rest on the same date in the Krasnodar Territory. And in the Stavropol Territory, a similar decision was made a week ago.
Moscow Mayor Sergei Sobyanin also announced new restrictions…
1) From October 25 to February 25 citizens over 60 and Muscovites with chronic diseases switch to home regime with the right to register sick leave. Restrictions do not apply to walking and exercising in the fresh air. Those who have been vaccinated or who have had covid are exempted from the home regime;
2) From December 25 to February 25, the employer must transfer at least 30% of company employees… All employees over 60 or with a chronic medical condition are also moving online. The requirement to switch to distance mode does not apply to vaccinated and ill patients;
3) Until January 1, 2022 at least 80% of service workers must be vaccinated from COVID-19. The first component must be vaccinated before December 1.
Voluntarily required
Almost all regions of the Russian Federation have either already ordered part of the population to be vaccinated, or they will do it in the near future.… So far, such measures have not been taken only in the Stavropol Territory, Ingushetia and Kalmykia. Most of these subjects are planning to resort to these actions in the near future, Izvestia found out.
For example, in the Stavropol Territory, compulsory vaccination will be introduced from day to day…
“The corresponding draft resolution is being prepared by the chief state sanitary doctor for the Stavropol Territory,” Lyubov Dmitrienko, head of the department for analyzing the epidemiological situation of the regional Ministry of Health, told Izvestia. – As of October 18, 709 626 people fully completed vaccination, according to the plan there should be 1 765 344, the plan was fulfilled by 42.7%. In the age category 60+ – 37.7%.
In the Republic of Kalmykia, a draft decree on compulsory vaccination of a number of categories of citizens is also being developed., reported in the press center of the regional Rospotrebnadzor.
“To date, there are 31,576 laboratory confirmed cases. There have been 29,906 recovered cases,” said the source of Izvestia. – The dynamics are rapidly growing. The gain over the seven-day period is 19%.
In the Nenets Autonomous Okrug and the Belgorod Region, such a decision was made on October 19. Ingushetia will probably remain the last region in the country where mandatory vaccination will not be introduced in the near future.
– Compulsory vaccination is not planned, – an employee of the press service of the Ministry of Health of the republic told Izvestia.… – Vaccination covers 54% of adults, which is 63% of the amount of vaccine received.
Nevertheless, the regional department says about the need for an additional supply of vaccine kits in the amount of 5168 units for paid vaccination of foreign citizens.
Business in a lockout
In addition, during the meeting of the Presidium of the Coordination Council Prime Minister asked First Deputy Prime Minister Andrei Belousov and Minister of Economic Development Maxim Reshetnikov to prepare measures to support business amid proposals to introduce non-working days…
As the executive director of Opora Rossii, Andrei Shubin, told Izvestia, the business has not yet fully recovered from the pandemic. and restrictive measures related to it – the recovery in activity and revenue are far from the indicators of 2019. Therefore, any additional restrictions, not to mention a complete closure, will have a very negative impact on companies.
According to him, support measures should cover the business as much as possible and be as cost-effective as possible. Ideal – non-refundable payroll subsidies for all closed businesses, he thinks. Andrei Shubin noted that government decree No. 1513 provides for subsidies for those regions where restrictions are imposed by the federal headquarters, but on a national scale, much more than the planned 8 billion rubles will be required.
– It would be nice to provide compensation for other expenses. (rent, for example), – he noted.
Due to the fact that the business will be obliged to obey additional days off, which, most likely, will be paid, an additional measure of support would be logical – partial compensation of the costs of the payroll fund, said Nonna Kagramanyan, Vice President, Head of the Executive Committee of Delovaya Rossiya …
According to Vladimir Koshelev, Chairman of the Delovaya Rossiya Construction Committee, the introduction of days off may adversely affect the construction industry.…
– Such restrictions will lead to a slowdown in the pace of work. The reason will be a shortage of labor. At Russian construction sites, the share of non-residents is 70-80%. We are talking about a working profession – monoliths, roofers, and so on. These workers at the construction site are constantly changing – some leave, others come, – he noted.
In “Delovaya Rossiya” it was clarified that according to a survey on the effectiveness of already introduced support measures, more than 30% of entrepreneurs from the retail and catering sector and more than 15% from construction consider them to be effective. They propose to extend the reduction in the rate of concessional lending to SMEs, legislative restrictions on the rate of growth of tariffs and payments in all areas, deferral of tax payments, and business advocates the creation of a transitional tax regime for the accelerated growth of certain industries (tourism, catering, security services, production of sporting goods, etc.) with a reduction in the VAT rate of up to 10%.
The RATEK Association noted the need not to close the stores of electrical appliances, to recognize such goods as essential products, not to suspend the work of infrastructure companies and bodies for confirmation of conformity and testing laboratories, to extend the possibility of “remote” certification without visits to China and other countries, to preserve the freedom of movement of couriers, to set acquiring rates at 1-0.5% both offline and online. You also need to provide for deferrals and installments for the payment of taxes, concessional lending, including for the payment of salaries, and recognize the lockdown as force majeure.
Olga Kiseleva, President of the Association of Fitness Industry Operators, added that the business should receive compensation for the costs of rent, utilities and employee salaries., and in the amount of not half the minimum wage or minimum wage, but a real wage. In addition, for the period of suspension, fitness clubs need to provide credit holidays. She noted that for her industry, this decision is tantamount to the introduction of a lockdown, and the state should understand this and take appropriate measures to support business.
