Ten years after entering the auction for the first time, the Maqueda Castleformer barracks of the Civil Guard in Toledo, no bidder yet. While its starting price is being reassessed, the Ministry of the Interior continues to auction buildings that belonged to the security forces, such as another barracks house in Linares (Jaén) or an old police station in Malaga.
It is the last attempt by the State Infrastructure and Security Equipment Management (GIESE) to sell the fortress. This is also known as Castillo de la Vela, which dates back to the 10th century but was rebuilt in the 15th century maintaining the Palazuelos tower, where Queen Isabel la Católica resided for some time before, more recently, it housed the headquarters of the armed institute in Toledo.
The problem is that it is not a “usable good.” This is stated by Carmen Pérez Pomarol, head of Asset Management of the State Security Infrastructure and Equipment Management, who sees it as “complicated” to sell the castle for issues such as locationurban uses or the high price.
“The person who is interested in it has to see the usefulness of it first. If it were not in Maqueda and it was in the center of Madrid, it would already be sold. I have hope that it will have its moment and its usefulness“, he explains before pointing out that the building has authorized various urban uses ranging from hospitality or residential.
When it first went up for auction in 2014, the price was around 9 million euroswhich, Pomarol acknowledges, put potential buyers off. Throughout this decade it has gone up and down, reaching a minimum price 2.3 million of euros. The last appraisal exceeded 3 million and the next value is a mystery: it will depend, as in recent times, on market fluctuations.
New auctions on November 5
While the future of the fortress is resolved, GIESE continues to put it up for auction new equipment which once housed headquarters of the State Security Forces and Corps. In recent days, four facilities have been released: two plots of land located in Plasencia (Cáceres) and Alozaina (Málaga), a former Civil Guard barracks house in Linares (Jaén) and a former National Police police station in Vélez-Málaga.
Its future owners will emerge from the in-person auction that will take place on November 5 at the Management headquarters in Madrid, located at number 3 Alfonso XII Street. Previously, interested parties must submit documentation required in the specifications that GIESE provides on its website and submit a formal written proposal with the price they deem appropriate.
“What we do openly is open the envelopes and see if the proposals that have been made conform to the writings of the call and the award proposals,” highlights the head of Management. If no bids are submitted, the auction is declared deserted and can be awarded directly at the price assessed by Interior within a period of one year to any person who wants to acquire it and meets the requirements.
The bulk of those interested in this type of buildings tend to be companies, more accustomed to operations of this nature and with more economic power to acquire the buildings, but Pomarol defends that accessing this type of contest “is very easy” and any citizen can do it. That is why it encourages people to take a look at the GIESE website and see if any of the goods fit their budget and needs.
A total of 378 million raised since 1999
Also, remember that the money paid for buildings is invested directly in construction or repairs from Civil Guard barracks or police stations of the National Policewhich results in the “circular economy”.
Currently, in addition to the four new buildings and the Maqueda castle, the Ministry has eight other buildings for sale located Guadalajara, Barcelona, Girona, Madrid, Seville, Córdoba – where two are offered – and Santander, with prices that, depending on the surface, range from 7,855.87 to 759,133 euros.
According to Management data, since auctions of security forces buildings began in 1999, he Home Office has raised 378 million euros who have dedicated themselves to the construction or improvement of equipment for the security forces.
