This Wednesday the decree that changes the law of RTVE regarding the election of its Board of Directors, lowering the majorities necessary to appoint those who will direct public televisionensuring the power to do so by the Government and its partners by having a majority, and giving more power to the president of the RTVE Council, decreasing the decision-making capacity of the body itself.
It is worth remembering that the decree drafted by the PSOE Government establishes that the number of directors increases to 15 (of the current 10) of which 11 will be chosen by vote (absolute majority will suffice and not three-quarters) in Congress and 4 in the Senate. Thus, in the first chamber the PSOE and its partners are guaranteed to be able to elect and appoint councilors and the PP, which dominates the Senate, is at a numerical disadvantage.
In addition, the decree establishes more powers for whoever presides over RTVE, since the presidency may appoint and dismiss the management team of the Corporation, will be the one who approves the basic organization of the RTVE Corporation and its modifications and in addition to approves without counting on the Council all the contracts, agreements, agreements or legal transactions that do not exceed two million euros.
During the plenary session for the validation of the decree law, which has been approved thanks to the votes of the PSOE, Mixed Group, PNV, Bildu, the Republicans, Sumar and JuntsHowever, the Government’s partners have shown their reluctance to the decree, while making their demands clear. It is foreseeable that all these parliamentary groups, except Bildu, which has refused, will be present on the Board of Directors.
First, the Minister of Digital Transformation of the Public Service, Óscar López, took the floor, insisting on “the objective of this decree is the unblocking of RTVE and the situation of its Board of Directors”, and he once again highlighted that “it will be the most plural Council in history”, as well as that “there will never have been more parliamentary groups with a presence in it”.
Joseba Andoni Agirretxea, from the PNV, a party that already has a presence on the Board of Directors of RTVE, assured that this “it is not the best decree”but it will do, because “many attempts have already been made and they have not worked to unclog when there were problematic situations.”
Mertxe Aizpurua from GH Bildu made it clear that politics must be present in RTVE organizations. “This decree avoids the eternal veto of other political sensitivities. These political sensitivities must permeate the Board of Directors. “This plurality must reach the contents and linguistic pluralism”he claimed, while excluding his party from the Council. “From Bildu we have not negotiated any position in RTVE, because we do not aspire to occupy positions in state entities,” he assured.
Francisco Sierra, from Sumar, who also currently has advisors, claimed that “this debate has to take place with more time.” It should be remembered that the Government imposed a period of 30 days for the election of councilors. “There are elements to reformulate that will have to be debated,” he expressed and called to “avoid a presidential model.” and called for “activating the territorial centers, renewing the workforce, improving the structure and technology.”
Manuel Vicent Sarrià, of the Socialist Group, blamed the PP (which did not participate in the plenary session or attend the vote) for blocking RTVE and making a “destructive opposition, with disqualifications towards the chain and insults towards its workers” and insisted that this decree was not made “neither to exclude the opposition nor to have sole control.
The Catalan partners of the PSOE, Junts, made their demand clear through Pilar Calvo: that RTVE has Catalan as its vehicular languagewith even more programming in Catalan and more control of RTVE Catalonia by the Catalan government.
Once the vote has arrived, in which, as we say, neither PP nor Vox have participated, Both the decree law and its urgent processing have been approved, with 176 votes in favor and none against.
