Thus, it has become clear in the course of a few days organized by the Council of Territorial Colleges of Secretaries, Auditors and Treasurers (Cosital), which is held in León, and in which an attempt has been made to combine the experience of the colleagues of national qualification with the academic knowledge of other professionals from both national and international institutions, when addressing topics such as automation and the use and opportunities posed by AI at the service of Local Administrations or the functions of legal and economic advice and certification in local entities with AI tools.
These officials are responsible for guaranteeing compliance with the law and the proper use of public funds in the City Councils and Provincial Councils and also for contributing to a good provision of public services and an improvement in the quality of life of our people. neighbors.
Cosital is the collegiate organization that brings together this group of local Administration officials with National Qualification, currently chaired by María del Pilar Ortega Jiménez, auditor of the Colegio de León and the first woman to hold this position. In 2024, 100 years will have passed since its complete regulation in the ‘Calvo Sotelo Statute’. In 2025 it will also be 100 years since the creation of the National College.
This institution currently represents more than 6,000 public employees whose job is to facilitate the action of Local Governments with the guarantee of efficient management of public funds and respect for legality.
In collaboration with the Provincial Council of León, and the participation of the National Cybersecurity Institute (Incibe) and the University of León, a conference has been held around different aspects of the application of AI to the exercise of content management functions certifier and advisor in the field of local corporations.
Cosital has published a monograph of the magazine it publishes dedicated to AI+D in Local Administration, with collaborators with extensive experience in this matter. The National College is also managing a subsidy granted to the Council financed with European Funds from the Recovery and Resilience Mechanism, in order to train our members in the use of artificial intelligence applied to their work.
Along these lines, the Provincial Council of León, unanimously approved by all political groups last Wednesday, November 27, the beginning of planning its provincial strategy on the implementation of artificial intelligence at the local level. It is considered that this is an environment in which the best conditions exist for the use of artificial intelligence tools to be successful, since there are a large number of repeated processes, which could be analyzed to determine their possible automation, and others in which the need to handle large amounts of data is frequent, and could be improved through AI techniques.
Finally, Cosital, which is part of the Union of Territorial Directors of Europe (UDITE), created in March 1990, which brings together professional associations from Spain, France, Italy, Romania, Malta, Portugal, Luxembourg and Belgium, has been its host these days in León.
The Presidency of this Federation alternates between the different countries and in the period 2025 to 2027, it corresponds to the Spanish association, which is why the international meeting has been made to coincide with the national one.
Representatives of all the associations of the CCAA of Spain also attended this meeting and the professional situation of officials with national qualifications was reviewed, demanding improvements in the exercise of reserved functions, and with it, in the functioning of the Entities.
