The Novo Hospital Operative Society of VigoUTE concessionaire of the non-health services of Álvaro Cunqueiro, questions the calculations made by the Consello de Contas in its report of July of this year in which it estimated that the tender, as carried out by the Xunta, had entailed a disbursement of 470 million more than if the works and services had been awarded separately.
This extra cost, as the opposition calls it with the rejection of the PP and the Galician Government, is one of the issues addressed in the investigation commission created by the BNG in Parliament and in which the manager of the concessionaire, Enrique Nieto, intervened this Tuesday.
The company that manages the hospital is made up of five partners. one of them is Meridiana French fund that manages three other hospitals in Spain -located in Toledo, Ibiza and Madrid- and that in 2020 bought its share from the investor Action. Nieto is also a director of Meridian, who said he has “experience” in the healthcare field.
During his speech, he explained that concessional management of hospitals “is used worldwide” because “it makes sense when the issuance of private debt is cheaper than that of public debt”, something that occurred as a result of the financial crisis of 2008.
In 2010, the UTE was formed to present itself to the international competition held by the Xunta to “design, finance and build the new hospital in Vigo, the largest in Spain at that time,” he highlighted.
Subsequently, they had to manage all non-health services for 20 years in exchange for an annual fee, a contribution that last year was around 83 million, VAT included, with which the Administration pays for the infrastructure.

Nieto has revealed that, after knowing the accounting reporthis advisors called him to ask him “where the money was” because they couldn’t “find” those 470 million.
The concessionaire considers “today” that, upon concluding the concession within a decade, will receive 1,389 million from the Administration18 million of what was contemplated in the award and “much less than the tender price.” But, tending to Contas’ calculations, he estimates that the price of the contract will be “22 million more expensive” than what the Xunta will pay.
The head of the Microbiology service at the Vigo University Hospital Complex, Benito Requeira, also appeared, confirming the need to erect the Álvaro Cunqueiro and to centralize the laboratories there that were previously scattered throughout the different hospitals.
