The Central Operational Unit (UCO) of the Civil Guard has appreciated a “preeminent participation of the State Attorney General”, Alvaro Garcia Ortiz“in the events that, finally, led to the investigated leak” following the complaint filed by Alberto González Amador, partner of the Madrid president, Isabel Díaz Ayuso.
This is stated in the report in which the agents make a chronological account of “all communications between the provincial chief prosecutor, Pilar Rodríguezwith other members of the Prosecutor’s Office in relation to the facts investigated” after having adhered to the deadline set by the judge investigating the case in the Supreme Courtwhich runs from March 8 to the 14th of that month.
From the analysis of the intercepted communications, the investigators conclude that “from 9:59 p.m., the time in which the State Attorney General receives an email that he requires and that contains the one that is finally leaked, and until the leak is published at 11:51 p.m. , there are only a very small number of people” who have access to “all the emails between the Prosecutor’s Office and the defense lawyer” and who are aware, not only that the Public Ministry is preparing a “statement”, but rather the “approximate time period in which it will be published”.
Specifically, the agents emphasize that “these two circumstances only occur primarily in the Prosecutor’s Officeso the filtration must begin in this and, within it, it can be limited to the State Attorney General’s Officethe provincial chief prosecutor, the senior prosecutor, the senior prosecutor for economic crimes and the prosecutor for economic crimes.
Along the way, they point out that “initiative and direction in action to make the press release and, in its context, to request the different emails, is supported by the State Attorney General, who directly issues the orders to carry out the intended response to the information published in the press by the diary The World“.
Regarding this point, the investigators maintain that said press release was prepared by the Attorney General’s Office “with the data provided to it from the Provincial Prosecutor’s Officechanneling the orders through the provincial chief prosecutor, Pilar Rodríguezand receiving, in turn, the information through it”.
Within the framework of its report, the UCO assures that “whoever leaks the information is aware at the time of making it that, despite the fact that the note is being prepared by the Attorney General’s Office, the channel through which it will be made public will be the Madrid Prosecutor’s Office“.
The agents conclude that “there is one or several people in the Attorney General’s Office who are supporting the attorney general in tasks related to lwriting the press releasewho cannot be identified with the information we have at this time.”
Thus, “given the preeminent participation of the State Attorney General in the events that ultimately led to the leak under investigation,” the UCO asks the judge to allow him access to the information seized in the registry from García Ortiz’s office that took place on October 30.
