Green light for the contract to build the largest headquarters for officials of the Madrid City Council. It will be next to the Legazpi roundabout, in Arganzuela, and will serve to give new life to the Fruit and Vegetable Market, a place that has been waiting for 40 years for a definitive renovation that begins this November.
The construction company FCC is the one that has been awarded the municipal works contract, for 77,836,880 euros (taxes included), ahead of Sacyr, Ortiz and OHL, which presented a proposal with a lower cost and has finally been discarded for being reckless. low. Finally, the price that the council will pay is close to what was announced a year ago.
The building will mean huge long-term savings for the municipal coffers: there it will relocate some 2,500 public workers, currently spread across rented buildings on Antracita Street, 3 (Tax Agency), Paseo del Molino, 7 (Lost and Found Warehouse), APOT building at 21 Ribera del Sena street (Urban Planning, Environment and Mobility Area) and 16 Bustamante street (various government areas).
The project planned by the Works and Equipment area, directed by Paloma García Romero, proposes actions on 46,100 m2, to which must be added the more than 8,400 m2 of the plaza. The resulting building will have two floors and a mezzanine where heights allow. The offices, meeting rooms and toilets will be located there.
This part will be the first to be finished, after 18 months of work (predictably in spring 2026). The staff that currently occupies the APOT building, in Ribera del Sena, and the workers of the municipal Tax Agency will be located there. At the end of the work period -30 months- the delivery of the basement areas and the exterior development of the central plaza is scheduled. Below it there will be training classrooms, an archive area and a multipurpose room, while the second level will be dedicated to parking with the aforementioned 197 spaces.
The project will respect the concrete structure of the building, as it is a protected element, while the rest of the finishes will be carried out following the opinions of the Heritage Commission and with the aesthetics of the building itself and its surroundings. So far the council has invested more than 26 million euros in the site in the work to correct pathologies and consolidation, over the last five years.
3,000 m2 for unplanned provisions
The works tendered now will not be the last on the environment: the project report clarifies that the works of “interior compartmentalization and conditioning of the facilities in this area” are not contemplated, so after them the council will have to tender new work to provide furniture and distribution to the large rooms that will be created.
3,000 square meters of the complex are also left out, where only the exterior enclosure will be executed, for now. These are the areas where several municipal facilities are planned that will serve the district and that will have to be defined with the help of the Arganzuela Board, as the mayor pointed out in the first presentation of the project.
