He PSOE faces the final stretch towards its 41st Federal Congress which takes place next week in Seville. The different federations and groups have worked in recent days to collect and present the amendments to the framework presentation approved a couple of weeks ago by the group in charge of it in Ferraz.
In total, according to the document to which you have had access Publichave been presented 6,742 amendments of deletion, addition or substitution. Beyond the issue of regional financing, amended by several territories, other topics of interest and also recurring in socialist conclaves are included. The amendments will have to be voted on in Congress itself on November 29 and 30 and December 1.
One of them is the model of State, the questioning of the monarchy and the horizon towards a new Republic. In this sense, up to 13 territories, groups or currents have presented texts that at least ask for the internal debate to be opened in the PSOE.
Socialist Youth (JSE) is one of them. It is usually one of the most active groups in this regard in each Federal Congress. Thus, they will once again bring to Seville “republicanism and the defense of the republic as a form of State.” “The PSOE will propose the
holding a referendum to decide the form of State. In this way, we socialists will work politically to achieve a Spain of free and equal citizens before the law, whose maxim
expression will be the achievement of the Third Republic,” highlights one of the amendments presented.
The JSE also intends to include the reference to “moving forward” towards “the abolition of the monarchy in our country in order to achieve the Spanish Federal Republic”. In the text presented by the JSE they explain that they are aware that for the Republic to arrive it is necessary for the vast majority of citizens, including conservatives, to join the republican project.
For this reason, they emphasize that the debate they promote “must be serene, rational and inclusive, so that the republican idea does not arouse rejection in the population which, legitimately, does not share all of our positions.” “The PSOE must be a leader in the debate of Spanish society on the path to achieving the Third Republic,” they conclude.
Another classic current of the PSOE, that of Socialist Leftalso focuses on the State model, as is usually the case. “We socialists are committed, as we defended in the constitutional debate, to ensuring that new generations can be consulted and express themselves about the State model they want: whether to maintain the current (parliamentary) monarchy or establish a new (federal) republic.”
“The PSOE must continue to support republican and democratic values. We vindicate the memory of the republican exile, as well as that of all Spaniards who at some point in our history had to go into exile for political reasons. In that sense, we will work for a republican horizon within the framework established by the Spanish Constitution”, proposes, for its part, PSOE of Europe.
From the PSOE of Madrid An amendment has been introduced to also add that “the public and social debate must be promoted about the political form of the Spanish State, defending the federal republic model, culminating in the holding of a binding referendum prior to the reform of the Constitution Spanish”.
“The State will call a referendum to ask Spanish citizens what model of State they want: whether to maintain the current (parliamentary) monarchy or establish a new (federal) republic,” they propose from the socialist group of Valencia.
The grouping of Badajoz goes a little further and sets a date for the debate: before 2030. Monarchy is simply incompatible with democracy that is based on the idea of political equality (…) Conquering a republican, federal and secular state is an objective that should be shared by all people who defend democracy, but today it is also a necessity if we want a strong State that can promote the ecological transition for social justice.
In Álava and Ávila An amendment has been unified that highlights that the PSOE is a party “that is based on deeply republican values.” “These principles guide our vision and actions, and, in coherence with them, the PSOE also defends a republican State model, which reflects and guarantees these same values in its structures and foundations,” says the text presented.
From the grouping of Majorca They defend that “it is legitimate for the PSOE to open within itself and in society a deep and serene debate on the constitutional reform, which in its great breadth also contemplates the Head of State and its election.” “A debate in which socialists will defend the republic as a democratic expression of the popular will,” they add.
“The configuration of a republican, federal and secular Spanish State is included in the socialist ideology, and has constituted a permanent demand of this current of opinion,” they highlight from Salamanca.
Finally, groups such as those of Ourense, Gran Canaria, A Coruña or Navarra A very similar amendment has been presented that states the following: “It is legitimate for the PSOE to open within itself and to society a deep and serene debate on the reform
constitutional, which in its great breadth also contemplates the Headquarters
of the State and its election. A debate in which the
Socialists will defend the republic as a democratic expression of
the popular will”.
