The General Telecommunications Law, which came into force in June 2023, seemed to put an end to unauthorized calls. However, it has not been possible to put an end to this type of annoying advertising.
While it is true that there are alternatives such as the Robinson List, which prevents companies from sending you advertising without your permission, there is a button on your phone that you can deactivate to put an end to unauthorized advertising calls.

The Robinson List: another alternative to avoid spam
The Robinson list is a free service managed by the Spanish Association of Digital Economy (Adigital) where citizens can register to avoid advertising from companies to which they have not given their consent to send them advertising by telephone, postal mail, email and SMS/MMS.
You can register on their website quickly and easily and in this way only companies to which you have given your consent will be able to send you advertising.
