Since 2009, the Ministry of Ecological Transition, through the Júcar Hydrographic Confederation, had not carried out the cleaning of the Barranco del Poyo, which has become ground zero for the worst Dana of this century, despite the insistence of several administrations on its execution.
During the processing of the Flood Risk Management Plan (2022-2027), one of the main demands received within the public information process referred to the lack of progress by the Júcar Confederation in this project that had already been been included in the first planning cycle: the environmental adaptation and drainage of the Poyo Vertiente Basin to the Albufera.
According to the Report of the Committee of Competent Authorities of the Júcar Hydrographic Demarcation, to which elEconomista.es had access, a group in charge of reviewing the preparation of the Flood Risk Management Plan, the complaints presented by the Riba City Council red for the lack of execution of said project were recorded with complete clarity.
Such was the situation that the municipality even added to its cleaning request the tagline “or the actions considered appropriate to reduce the risk of flooding in the area.”

Likewise, the City Council also demanded greater detail regarding the flooding problem suffered by the municipality’s industrial estates and their economic activities.
The finally approved 2022-2027 Plan carried out a list of structural measures (dams, channels, motes, dikes, etc.), under the jurisdiction of the Júcar Hydrographic Confederation, for which environmental feasibility studies had not been carried out or approved. of the economic and social viability, of the first planning cycle, which obviously included the adaptation and channeling in the urban area of Aldaia and drainage of flows to the Poyo ravine.
During the first cycle, the Government indicates that it carried out the study of the so-called Greenway connecting the Poyo ravine with the new channel of the Turia river (see graph). In fact, the approval of its Environmental Impact Statement corresponded to the current Minister of Ecological Transition, Teresa Ribera, during her time as Secretary of State of the Zapatero Government.

On December 16, 2011, Ribera formulated a favorable environmental impact declaration for the Environmental Adaptation and Drainage Project of the Poyo basin on the Albufera side with a series of conditions.
In 2017 the environmental impact declaration expired as the project had not started and forced the process to begin again in 2018 with the cost-benefit analysis of the project.
The drainage of the Poyo basin was then paralyzed due to incompatibility with the Valencian Community Garden Protection Law, approved by the Government of Ximo Puig.
Now, the Generalitat Valencia has committed to carrying out changes in said rule to be able to carry out this type of actions in an area over which it has even been discussed whether its surveillance corresponded to the Confederation, as is clear by being included in the plans.
Curiously, along the way, this same work was claimed by Compromís in 2020 with amendments to the General Budgets of the state that did not bear fruit either.
Other problems
The 2022-2027 Plan carried out by the current Ministry of Ecological Transition also identified measures to establish or improve institutional planning for response to flood emergencies through coordination with Civil Protection Plans, and identified several uninitiated actions. such as the development of the State Plan, Regional Plans to promote self-protection plans or the updating of the Special Civil Protection Plan against floods.
In the measures to improve public awareness in flood preparation, increase flood risk perception and self-protection strategies, there are also some measures within the competence of civil protection agencies that have not been implemented, such as the improvement of the publication and dissemination in the media of data related to the damage caused by floods or the dissemination in information campaigns, especially in the Autonomous Communities of Aragón and Castilla-La Mancha where none of these measures have been carried out. Let’s not forget that there was no budget for them. In the area of establishing or improving protocols for action and communication of information, the responsibility of civil protection organizations (along with the collaboration of other organizations), the objectives set in the PGRI were achieved in terms of drafting or updating of communication protocols in the flood and/or coastal storm phase, in the recovery phase or in the lessons learned evaluation phase.
