The Council of Ministers approved this Monday a decree law with a second aid package urgent aid to those affected by DANA in the amount of 3,765 million euros, of which the largest amounts correspond to the Ministry of Labor (1,439.6 million) and the Ministry of Social Security (1,097.9 million).
Housing aid
– Extension of all aid for damage to homes to the owners who have them rented and extension to tenants of compensation for loss of belongings, with an immediate advance payment of 50% for all citizens who request them.
– Extension of the mortgage code of good practices to be able freeze mortgages for an additional 12 monthss, once the 12 months already approved last week have passed.
– They will be made available to those affected 150 state-owned homes within or near the damaged areas and 25 million will be allocated to buy homes and expand the park for the victims.
– Temporary expansion of staff in Government subdelegations and creation of service points in all Post Office offices, along with the opening of temporary offices in the affected municipalities.
Supply guarantee
– Power cuts are prohibited electricity and gas to affected homes.
– It is allowed, at no cost to the consumer, modify and temporarily suspend supply contracts, as well as deferring invoices.
– Telecommunications and service operators are urged to compensate their clients for the services they have not received during the catastrophe.
Aid for the productive fabric
The decree law also includes direct aid for 200 million for agricultural holdings who cannot carry out the next campaign normally or who have losses in their productive potential greater than 40%, to which is added an additional ICO line of 60 million euros for farmers and ranchers.
Others 175 million will be allocated to repair agricultural infrastructure such as roads, terraces and irrigation systems, while 45 million will be allocated to restore the Albufera and the affected river basins.
They will dedicate themselves 500 million to finance an action plan against mud to remove accumulated debris and repair the water networks of the affected municipalities.
Additionally, they are allocated 2 million in direct aid to cinemas, bookstores and cultural entities who have had to close their doors.
Protection of workers and families
– Expansion of the conditions for ERTE of force majeure to all companies that, although they are not located in the affected municipalities, have seen their activity severely damaged.
– Assimilation of the temporary disability benefit to that of a work accident, eliminating the requirement of a number of previous years of contributions to be able to access it.
– New extraordinary benefit for partial cessation for self-employed workerscompatible for three months with your activity and equivalent to 50% of your contribution base.
– Temporary increase of 30% of the childhood accessory included in the framework of the minimum vital income.
Reconstruction aid
-Action plan against mud equipped with 500 million to remove the accumulated remains and repair the water networks of the affected municipalities.
-Plan 45 million for the restoration of the Albufera and river basins affected by the flood. EFE
