Civil servants’ unions threaten mobilizations due to the lack of “a clear action plan” for Muface

The General Management of Muface had called the unions this Thursday to address the situation of the entity after the proposal of private insurers, which have not participated in the tender to provide health care to officials who opt for the concert in 2025 and 2026 But after two hours of meeting, the organizations have come out with the same doubts and the regret that the Ministry of Public Administration has left social agents aside in this process. “We have not received additional information, beyond that of these days,” acknowledged the head of Education at UGT Servicios Públicos, Maribel Loranca, at the end of the meeting.

“The union has shown its discomfort with the entity’s position of keeping union organizations on the sidelines and for not offering a clear plan of action,” Workers’ Commissions said in a statement at the end of the meeting. What all the sources consulted have agreed on is the message of tranquility that Muface has tried to convey. In line with the note published on Tuesday, the general director of Muface, Myriam Pallarés, and the Secretary of State for Public Function, Clara Mapelli, have insisted that coverage, under the same terms, is guaranteed.

While bidding for a new competition begins, the Executive is studying extending the current contract with private insurers, something it could do unilaterally. “The Government insists that it has sufficient mechanisms under the public contracts law to ensure health care under the same conditions that are currently being provided to mutual members,” Loranca explained. “They said that there are “mechanisms””, agree from the Independent Trade Union Center and Civil Servants (CSIF), but “they did not specify them.”

Faced with explanations that it considers “insufficient” and “the attitude of the Government” that “endangers the viability of this mutuality”, CSIF maintains the protests called for next Monday in front of the headquarters of the Government sub-delegations throughout Spain and in front of the Ministry of Finance in Madrid. In addition, it announces an “information campaign” for affected officials and a round of contact with all parliamentary groups. “All necessary pressure actions will be carried out,” they say in the statement. Union sources do not rule out a strike.

CCOO asks to “avoid blackmail by insurers”

From CCOO they demand “to know the real situation regarding the new tender and the need for an exhaustive study of the health costs involved in caring for mutual members, to avoid the blackmail that the insurers are carrying out,” they indicate. Despite this “blackmail,” the union warns that “it is willing to call for mobilizations at the state level if there is no clear response and commitment from the mutual entity.”

For the moment, UGT has not threatened with mobilizations, although it warns that it will maintain a “vigilant” attitude. This union distributes the responsibility. “We insist that the main objective is that mutual members have the best possible health care, just like the rest of the citizens of this country. Therefore, we appeal to both the Government’s efforts and the social responsibility of health insurance companies. We are talking about a very sensitive issue and we understand that it is not a normal sector, in which the free market, supply and demand should not operate alone,” Loranca claimed.
