All together. Government of Aragon, economic agents (CEOE and CEPYME) and social agents (CCOO and UGT) have signed a socioeconomic agreement of legislature in order to continue promoting the economy of the Aragonese community together.
The agreement is structured around five axes of action, mostly related to the economic field, although it also includes other actions. Specifically, the focus is on the training and employmentas well as in labor relations and collective bargaining. The business revitalization is another of the axes, like the cohesion and social actionthe public services and administrative simplification and modernization.
Under these main axes, the agreement includes concrete measures such as an employability plan for unemployed people, the recovery of the figure of the contract-continuing training program, the modernization of INAEM services, the commitment to Dual Vocational Training and the adaptation of the university to the workplace.
Other actions are a plan against workplace accidents and the development of equality plans, as well as greater support for industry and SMEs, as well as technologies such as artificial intelligence and cybersecurity. The measures also include social issues such as housing, education, health, mobility and social services, among others, to which are added the improvement of the relationship with citizens and companies and the incorporation of social clauses in public procurement.
After signing the agreement, the president of the Government of Aragon, Jorge Azcón, has highlighted the ability to reach agreements in the autonomous community with social and economic agents, as well as the social peace and stability at levels in which “little autonomy can be achieved”. Two aspects, furthermore, which he has indicated are highly valued by investors and which have also made it possible to provide socio-economic data above the Spanish average.
Precisely, this social peace and consensus with economic and social agents is a key factor that will allow the future to be “hopeful” after 2024 in which investments of over 30,000 million euros have been announced. A figure that he has expressed confidence can increase soon with the announcement of the Stellantis and CALT gigafactory. “Good work is being done,” he stressed.
From CEOE Aragón, its president, Miguel Mazo, has valued the agreement and the tradition of making pacts in the Aragonese community, now assuming “everyone” a new commitment “for Aragon”. Some agreements that he has pointed out that companies value.
Reactions have also occurred from CEPYME Aragón. Its president, María Jesús Lorente, has valued social peace in Aragon by stating that it is “fundamental” for the investment attraction because “entrepreneurs only do it where there is low conflict and a favorable ecosystem.”
For his part, the general secretary of UGT Aragón, José Juan Arcéiz, has stated that a “broad spectrum” agreement has been signed, which includes “almost all layers” of the Aragonese economy and the social sphere. Special mention has been made to the training so that Aragonese professionals can apply for the jobs that are being created. He has also highlighted other aspects of the document such as workplace accidents and the consolidation of the Aragonese Mediation and Arbitration Service (SAMA).
Finally, from CCOO Aragón, its general secretary, Manuel Pina, has highlighted that the Aragonese community is the only autonomy that has maintained social dialogue since 1989. A climate of consensus that is related to the arrival of investments because “social dialogue is not an objective in itself. It is a tool to improve, advance and achieve greater social cohesion by adding the different visions to the agreement”.
