Many of those affected by the floods that occurred both in the Valencian Community and in other towns in Spain confess the same thing: “we have lost everything.” To the tragic human losses and non-material damages are added the economic damages. From flooded houses and destroyed furniture to cars and machinery in a sinister state, including entire businesses flooded.
Consequently, the Minister of Economy, Carlos Puentehe stressed after the first night the “full availability of all resources and aid from the State and whatever is necessary, also at the level of the European Union, to facilitate reconstruction and a return to normality as quickly as possible for all affected people.”
The main channel of help will come from Insurance Compensation Consortium (CCS)a public entity dependent on the Ministry of Economy in charge of compensating those affected by catastrophes of this nature. “The CCS will directly assume, with its own resources, the management and payment of the compensation requests it receives, after assessing the compensable damages that have occurred and continue to occur as a result of this episode of extraordinary flooding.”indicated the entity.
Specifically, the CCS the damages caused to the insured persons and the damages to the insured property. This section includes assets such as homes or communities of owners, motor vehicles, office premises, commercial establishments, services and other properties for non-industrial use, industries, civil works and infrastructure.
As the only requirement, the CCS requires that the affected person or property be insured and have their insurance in force at the time the extraordinary flood occurred. And to request compensation, those affected can submit their request by telephone (900 222 665) or via the internet (www.consorseguros.es).
Another way to recover losses is to go to the insurerswho will cover the defects and damages caused as long as they are within the contracted coverage.
But what happens to those affected property that was not insured?
Disaster zone declaration
In this situation, the victims will have to wait for the Government to declare the affected regions as areas seriously affected by a civil protection emergency (ZAEPC), what is known as catastrophic zones. This declaration is expected to take place this Tuesday, November 5after the meeting of the Council of Ministers.
If approved, it will be necessary to see what direct aid is proposed and under what amounts. While for CCS coverage the amounts will amount to the assessment that the expert makes of them,The aid contemplated by the adoption of the ASPAPA is predefined prior agreement.
To give an example, after the declaration of ZEAPC with the fire of a building in the city of Valencia on February 22, aid for death or absolute and permanent disability worth 18,000 euros was agreed.
