That said, he has made a call for “hope” and has indicated that they must be guaranteed that “the State in all its fullness is present.” «Every day it gets better, I understand, it is not speculative. I think that the means are growing and the efficiency is also growing,” he added.
Along the same lines, he pointed out that It is “important” that people perceive what they are doing reiterating that “the mechanisms of the State at different levels are working.” Finally he thanked the “enormous contribution” of all the people who are working on the ground, meeting the needs that are demanded.
