Mexico City.– Gerardo Fernández Noroña, president of the Senate, decided to restrict access to citizens who do not work in the Upper House, just in a week in which the reform of the National Guard is being debated and analyzed.
In a letter dated September 23, Noroña explained that the decision was made based on Article 61 of the Political Constitution and Article 310 of the Senate Regulations, which stipulate that the head of the Board of Directors must ensure the inviolability of the premises.
“For the above reasons, it is reported that, in order to guarantee the free and safe development of the ordinary sessions in this legislative building, access is suspended for citizens who do not work in this Senate or act as legislative liaisons,” it was reported. In a telephone interview, the parliamentarian explained that he had taken this decision as a result of the irruption of judges and workers of the Judicial Branch in the Plenary on the day in which the reform of the judicial apparatus was being discussed, which forced the transfer of the session to the old headquarters of Xicoténcatl.
“There are two things, within a constitutional framework: the inviolability of the senators and the inviolability of the premises, since not even the Armed Forces can enter, except with the authorization of the President of the Board,” he said.
“Indeed, it is within the framework of the serious assault on the Plenary that took place in the framework of the discussion of the reform of the Judicial Power.
