Juarez City.- A report on the strength of the Rule of Law placed Chihuahua in position number eleven of the 32 entities of the republic and identified homicides, criminal investigation and the prison system as the areas with the worst ratings, all three below the national averages.
In its 2023–2024 edition, the Rule of Law Index in Mexico, prepared by the World Justice Project organization, assigns the entity .43 points of general compliance – where 1 means greater respect for the legal framework – and a decrease of . 01 with respect to the previous report.
“After six editions, the data show the following trends: 1) the majority of states show a contraction in citizen participation, which is essential for citizens to participate effectively in the formulation of public policies,” says the analysis, which evaluates aspects grouped into items such as “limits to government power”, corruption and government openness, among others.
“2) Security is one of the biggest challenges, with high homicide rates and crime incidence and prevalence, although with a significant improvement in people’s perception of security; 3) there is a strengthening in the guarantee of labor rights by registering improvements in 19 states, and 4) challenges persist in the criminal justice system, particularly after the weakening of the guarantee of due process,” he adds.
Regarding Chihuahua, the review shows that the best scores were obtained in items such as the one that measures whether “elections adhere to the law”, the right to public information and religious freedom, the latter aspect which reached .78.
In terms of “order and security,” the entity scored .08 in “absence of homicides,” a score similar to that of Baja California, Guanajuato, Michoacán, Morelos and Sonora, which, along with Colima and Zacatecas, were the lowest in the country.
The best evaluated state was Querétaro, with a general result of .49 and almost all indicators above the national average and, in terms of homicides, for example, with .58 points.
The last was the State of Mexico, which was below average in most of the variables.
The report mentions that it was carried out through surveys applied in each state, both to the general population and to legal specialists.
