The Libyan source familiar with the details of the Cairo meetings confirmed that the Secretary-General of the Arab League, Ahmed Aboul Gheit, is seeking to present a paper that includes all the concerns of the three Libyan parties, indicating that the heads of the three councils in Libya are looking forward to agreeing on a clear mechanism for holding presidential and legislative elections as soon as possible.
The source pointed out that the obstacle facing the activation of the agreement is the failure to accept armed formations and militias that reject any settlement of the political process without involving them in any future arrangements made regarding the election process and the influence of these formations in various Libyan cities.
The source suggested the possibility of Stephanie Khoury, Deputy Head of the United Nations Support Mission in Libya for Political Affairs, attending, as part of her ongoing moves to bring viewpoints closer between the Libyan components, and to closely review the details of the Arab League initiative proposed to resolve the Libyan crisis.
In turn, Speaker of the Libyan House of Representatives, Counselor Aguila Saleh, expressed his optimism about the future of the situation in Libya as everyone seeks to get out of the dark tunnel, leading to organizing elections in the country. Aguila Saleh explained that the dialogue session hosted by the General Secretariat of the Arab League several weeks ago reached tangible results, as it was agreed to unify the sovereign positions in Libya, ensuring “activating their assigned role” at the state level, in addition to agreeing to form a unified government, Emphasizing Libya’s sovereignty and stability.
On the other hand, the head of the Libyan High National Elections Commission, Imad Al-Sayeh, doubted the possibility of holding national elections in Libya in the short term, speaking of a number of obstacles that prevent this, most notably the absence of the Libyan constitution regulating the transfer of power, and foreign interference aimed at maintaining On the current situation. Al-Sayeh explained, in statements reported by local Libyan media, that what hinders progress in resolving the political crisis is the conflicting parties’ adherence to their interests and foreign ambitions to maintain power, warning that the continuation of this approach, in the absence of a unified and conscious political leadership, will lead to the exacerbation of political conflicts and the deepening of divisions.
