TERRORISM IN CULIACAN. YELTSIN DISMISSES PRIME MINISTER. Moscow. President Boris Yeltsin dismissed Prime Minister Yevgeny Primakov and appointed a close ally as interim head of government, triggering a serious political crisis in the country. Primakov’s dismissal was a virtual declaration of war between Yeltsin and his opponents in the communist-dominated lower house of parliament, where Primakov has strong backing. Politicians and the opposition warned that Yeltsin now faces a full-scale struggle for his own political survival. The Kremlin said Pirmakov was dismissed for failing to boost the country’s ailing economy, but the real reason appears to be the start of impeachment hearings against him. “Today I made a difficult decision, I removed Prime Minister Yevgeny Primakov from office,” Yeltsin said. The president later declared on state television that he had appointed Sergei Stepashin as prime minister with the task of saving the troubled economy.
He added that Russia must continue with its free market reforms, and that stronger measures than those applied by Primakov were necessary. “The time for sedative phrases has passed. What is needed now are strong measures,” he said. Primakov did not criticize Yeltsin, but simply said that he did his best as prime minister and that from a professional point of view, he believed it had been a good job.
