The Italian government he has system reform on his agenda highway, which could have a significant impact on tolls and infrastructure efficiency. This reform also aims to ensure a more equitable economic distribution between the different motorway sections and to finance the investments necessary to improve the infrastructure.
The Ministry of Infrastructure is starting a renovation of the motorway concessionswith the introduction of State highwaysan organization charged with managing tolled state highways.
Single fare on the motorway

Motorway toll calculation
Motorway managers are cautious about the idea of a single national tariff, stressing that rates vary based on investments carried out for the construction and maintenance of motorways. In fact now the calculation of motorway tolls occurs through resolutions of the CIPESS and agreements between concessionaire companies and the State.
It multiplies the unit rate of the operator for the km travelled, theVAT at 22% and rounding to 10 euro cents is applied. Only in the Naples ring road the rounding is to 5 euro cents. The construction, management and maintenance costs of the motorway section influence the determination of each tariff.
State highways
The reform of the motorway system in Italy also includes the creation of Autostrade dello Stato SpA, a wholly public company responsible for the management of state highways under concession, without tender. Someone functions of Anas will be transferred to the new company.
Matteo Salvini, the Minister of Infrastructure and Transport, declared that the objective is to contain high tolls and standardize prices by creating a public concessionaire. State highways will be controlled by Ministry of Economy and Finance and supervised by MIT to ensure quality, safety and transparency.
The affected network includes over 200 km of the entire Italian motorway networkcurrently managed by Anas and its subsidiaries Cav and Sitaf. The highways involved are therefore: A4 Mestre bypass and Padua East-Venice East section (Cav); A57 Marco Polo junction and Western ring road of Mestre (Cav); T4 Frejus Tunnel (Sitaf).
