Make the most of European funds, helping to renovate a housing stock that is already showing its age. The 'Neighborhood Rehabilitation Guide', edited by the Higher Council of the Colleges of Architects of Spain (Cscae) and the State Confederation of Neighborhood Associations (Ceav) and which was presented yesterday in Murcia, aims to contribute to this objective.
“We know that the application and processing of this aid is difficult, since it involves complex and guaranteeing bureaucratic procedures, since, through them, a lot of money is managed,” explained yesterday the dean of the Official College of Architects of Murcia, María José Peñalver. For this reason, she stressed that, with this document – aimed especially at individuals and which can be obtained on the College's website – “the aim is to generate confidence in the neighborhood communities so that they join in and commit to rehabilitating their buildings.” .
In fact, given this complexity, the Autonomous Community hopes, as indicated by the general director of Architecture, María Dolores Gil, that the Ministry of Transportation delays at least one year the execution period of the projects, which currently have a deadline of the month July 2026, as established by the call for 'Next Generation' funds, something that the different autonomies have been requesting.

Currently, according to Gil, the Ministry of Development has signed agreements with 17 municipalities in the Region to carry out interventions “at the neighborhood level”, to which are added the subsidies that can be requested directly from the Autonomous Community by the owners to act on private buildings and homes. Likewise, the general director pointed out that, although this aid dates back to 2022, it is now that it definitely seems to be getting underway, although without indicating how many applications have received a positive response so far.
In fact, it will be soon when the City Council begins its call for the 'neighborhood program', endowed with 5.6 million and which will be open to properties throughout the urban area of the city.
Energy efficiency
It must be remembered that this aid covers between 40% and 80% – and up to 100% in cases of special vulnerability – of the cost of works to improve energy efficiency in homes and buildings with amounts ranging from 3,000 up to 18,800 euros. Among others, actions on the thermal and acoustic envelope of the buildings, the replacement of windows and the installation of more efficient air conditioning systems are financed.
“After the pandemic and when we were confined, we realized the importance of the maintenance and comfort of our homes,” added Peñalver, recalling, for example, that “the useful life of a structure is calculated for 50 years, which “It is beginning to be the average life of our park,” words endorsed yesterday by Laureano Matas, secretary of Cscae. “We are concerned about the housing problem in Spain and the solution may lie in rehabilitation,” concluded Margarita García, vice president of Ceav.
