Giorgia Meloni and Maria Alberti Casellati
But in the Chamber there is an axis between a slice of FdI and Renzi to change the norm. Wall of Lega and Forza Italia
Tomorrow’s Council of Ministers, Friday 3 November, will approve the constitutional reform bill which introduces the premiership with the “anti-reversal rule” and without the “simul stabunt simul cadent” principle evoked yesterday by the President of the Senate Ignazio La Russawhich essentially means that if the prime minister elected directly by the citizens were to fall, with the reform, new elections would immediately take place.
According to Affaritaliani.it is able to reveal, the text that will come out of the CDM will not contain changes and refinements but will be the one that emerged from the majority summit a few days ago. The “anti-tipping rule” provides that in the event of the fall of the prime minister, before returning to the elections, another prime minister will be sought but remaining within the majority and the program voted by the citizens and without the possibility of technical executives. “La Russa is certainly an authoritative voice, but that’s the deal“, explain authoritative government sources. According to them, the “anti-tipping rule” serves to guarantee greater stability and avoid the danger of having to return to the vote too frequently.
Initially Giorgia Meloni agreed with La Russa, who for years followed the topic of reforms for Fratelli d’Italia, but after the minister’s months-long hearings Elisabetta Casellati also and above all with constitutionalists, the compromise of the “anti-reversal rule” emerged and not the concept “simul stabunt simul cadent”. A position strongly supported by the League and in particular by the minister Roberto Calderoli, an expert in Northern League reforms. Therefore, even the prime minister, at the last summit, said she agreed with the formulation that emerged and will thus exit the agreement cabinet. Then in the Chamber, and the measure will leave the Chamber by the end of November, we will see if there are any amendments.
For example, Matteo Renzi would like the so-called mayor of Italy and agrees with La Russa and part of Fratelli d’Italia. But Meloni absolutely wants to bring the reform home and, having consulted Minister Casellati and given the doubts of the Lega and Forza Italia on the principle “simul stabunt simul cadent”, opted for the “anti-tipping rule”. And so it will leave the CDM. Then certainly someone from the Brothers of Italy linked to La Russa will try to modify the reform, introducing the “simul stabunt simul cadent”, but the majority line is the known one. With all due respect to La Russa.
