The phenomenon of “ghost employees”, according to officials in public institutions, contributes to wasting the state’s general budget, as losses reach more than 10 billion dirhams (about one billion dollars) annually.
In the absence of an accurate figure for this phenomenon, Moroccan press reports indicate that there are about 100,000 ghost employees in public administrations belonging to the public sector.
The mayor of the Rabat communal council (the mayor of Rabat) Asma Aglalo revealed that only the city council has more than two thousand ghost employees, who have received their monthly salaries for years without any work or supervision.
“Of the 3,400 employees, only 1,000 are doing their jobs. The accumulation of ghost employees must be stopped, and we will not be afraid to fight this matter,” Iglalo said in televised statements.
The mayor of the city stressed the need to save the collective council from this phenomenon, noting that the Rabat city council suffers from a financial deficit of about 198 million dirhams due to the accumulation of some judicial rulings.
In the same context, public finance expert Yassini Saeed considered that “a ghost employee is every person who benefits from a normal administrative position and receives wages and benefits without performing any task in return, given his repeated or final absence.”
Saeed said in an interview with “Sky News Arabia”, that the number of “ghost employees” in the municipalities “exceeds thousands”, adding: “It is time to fight the phenomenon and drop the name of everyone who proves to be a ghost employee.”
