The National Congress is expected to close the 2021 legislative year on Monday (20) and on the day’s voting agenda is the Budget Bill for 2022. Two sessions are scheduled for today: the first, at 2 pm, with voting of deputies and another, at 17h, with the vote of the senators.
The 2022 budget will be the last of Jair Bolsonaro’s administration, who will seek his re-election boosting assistance programs and increasing expenses.

The government’s expectation is to reach a collection of more than R$ 2 trillion, an amount motivated, in large part, by the explosion of national inflation, which should end the year above double digits, greater than 10%.
And if the collection is going to go up, the so-called indexed expenses, such as social security and assistance benefits that take the minimum wage as a base, also increased. The government’s initial planning was to establish a floor of R$1,169 for Brazilians’ salaries, however, with the rise in inflation, the final value should be R$1,210.
Another point that underwent adjustments in the text presented today by deputy and rapporteur Hugo Leal (PSD-RJ), was Auxílio Brasil. The government’s initial proposal was to work with an average benefit of R$400 for just over 14 million families, but the final bill for families included in the program rose to 17.9 million, at an average transfer of R$415.
The budget for the program that replaced Bolsa Família was R$34.7 billion, but it will end up being worth R$89 billion – a difference of R$54.4 billion.
Auxílio Gás dos Brasileiros, included in the report recently, will receive another R$1.912 billion.
Party in public accounts and electoral fund
Election year, 2022 will have the entire Congress campaigning for re-election. R$ 5.128 billion will be earmarked as an electoral fund, an amount much higher than what was initially planned by the government, R$ 2.128 billion.
And all this extra expense in the Brazilian State will be financed with the opening of the fiscal space of R$ 110 billion generated with the extension of payments of court orders. For next year, the forecast was to pay around R$ 89 billion with these judicial debts and indemnities to individuals, but the government managed to reduce these mandatory expenses to R$ 45.6 billion.
