In principle, the out-of-home placement of a child is intended as a temporary measure. Active work must be done on relocation, according to the Dutch youth care guidelines and that is what the European Court of Human Rights says. In practice, however, this is often not feasible. Long waiting lists and a shortage of personnel, among other things, often make it difficult to realise.
In the radio program, experts sound the alarm about this. Insufficient work is being done on relocation, say professor of Juvenile Law Mariëlle Bruning and lawyer at Defense for Children Eva Huls in Argos. Children’s rights are being violated and the Netherlands does not meet its best efforts obligation when it comes to working on relocation. Family and juvenile law lawyers also recognize the problem and tell Argos that they see that often little work has been done on relocation.
