Dr. Ahmed Attia, a member of the legal team for preparing the basic regulations for the work of the Presidential Leadership Council in Yemen, warned that the terrorist Houthi militias are seeking to disrupt all confidence-building measures and sabotage peace efforts, stressing the need for all Yemeni forces to agree in the face of “Houthi” terrorism.
Attia stressed in an interview with Al-Ittihad that the militias alone remained outside the Yemeni flock despite all calls for them to end their coup and join the national project.
With regard to preparing the draft rules regulating the work of the Presidential Leadership Council in Yemen, he said that the members of the draft preparation committee are awaiting the council’s meeting to express their comments on the organizing rules, stressing that these are necessary and important measures in order to complete a complete and foundational regulation for the next stage.
He pointed out that the bylaw was completely completed and handed over to the head of the council, Rashad Al-Alimi, noting that the bylaw is not final, but rather subject to amendments, as there are several discussion sessions on its content.
Attia stated that the new draft rules consist of 6 chapters and 62 articles, noting that it is scheduled to be returned to the House of Representatives for approval after agreeing on its final version and issuing a republican decision on it.
Attia stressed that “the regulation governing the work of the Presidential Council is not a constitution at all, because there is an existing and enforceable constitution that is being implemented. Rather, it is summarized in legal articles regulating the work and decision-making procedures within the Presidential Leadership Council to proceed with steady steps.”
Attia, a former Minister of Endowments, noted that the new constitution has already been written since 2015, and it is the same constitution that was hijacked by the “Houthis” and the coup took place because of it, because there is a tendency for terrorist militias to reject the regions and the new state form, and then the constitution did not see the light of day. Yet just a draft remained.
Dr. Attia considered that the regulations governing the work of the Presidential Council should not be linked to the elections.
On the seventh of last April, former Yemeni President Abd Rabbo Mansour Hadi issued a presidential decree, transferring all his presidential powers to a Presidential Leadership Council headed by Rashad Al-Alimi.
Attia said that “changing the political scene or not is linked to several things, including the Houthi militia’s acceptance of dialogue, and the sitting of all forces at the table of an inclusive national dialogue, provided that bloodshed is the primary condition, and then it is possible to start arranging other matters related to reform and reconstruction after Years in which Yemen did not witness any development.
He stated that all parties in Yemen, except for the terrorist militias, want political dialogue and prefer it to anything else, while the “Houthi” adheres to rejecting the truce and negotiations.
Dr. Attia thanked and appreciated the “Coalition to Support Legitimacy for its sincere stances with the Yemeni people to get them out of the dark tunnel, which the Houthi coup led them to.”
