The standard. Article 48.12 of the F1 sporting regulations: “If the Clerk of the Course considers it safe to do so, and sends the message “the lapped cars can now overtake” to all participants through the official system, any car that has been lapped by the leader will be able to overtake the leader of the group and the Safety Car . […] Unless the Clerk of the Course still considers the presence of the Safety Car necessary, once the last lapped car overtakes the leader, the Safety Car will return to the pits at the end of the following lap. If the Clerk of the Course considers the track conditions unsuitable for overtaking, the message “overtaking will not be allowed” will be sent to all participants through the official system “.
Doubts. On lap 57 of the 58 scheduled, only the cars between the leader Lewis Hamilton and Max Verstappen split, and not all of them, as indicated in article 48.12. An explanation could come from article 48.8 in point a) which indicates that “no driver can overtake under SC, with some exceptions: unless the driver is signaled by the Safety Car […]”.
The drivers were given the okay to double on lap 57, at the end of which the Safety Car returned to the pitlane, while the regulation indicates quite clearly that it should have been “Return to the pits at the end of the following lap” to the overtaking of the lapped cars, therefore technically at the end of the 58th and therefore at the checkered flag.
