In the Sixth Plenary Session of its Central Committee, the Communist Party of China passes a “historic resolution” on the “achievements” of his hundred years and elevates Xi even more before the Congress next autumn.
After four days of closed-door meetings, as is customary in China, President Xi Jinping on Thursday emerged as the most powerful leader of the Communist Party along with Mao Zedong, the founder of the country, and Deng Xiaoping, the father. from opening to capitalism. It has done so through a “historic resolution” on the “greatest achievements” of the Party in its century of life, which has been approved by the Sixth Plenary of its XIX Central Committee.
Before him, only Mao had sponsored a similar declaration to marginalize his internal rivals and consolidate his power in 1945, while Deng did it in 1981, precisely, to recognize the errors of the “Great Helmsman” and confirm the openness to capitalism. Such self-criticism completely disappears in this new statement, which proclaims that “the efforts of the Party and the people during the past century represent the most magnificent chapter in the millennial history of the Chinese nation.” Thus, it has gone from being a backward semi-colonial and semi-feudal society to becoming the second largest economy in the world, increasingly influential in the world and capable of challenging the United States for global hegemony.
Four decades after Deng Xiaoping abandoned Maoism, which had brought so much misery, Xi Jinping marks the course of the affluent Chinese “capicommunism” of the 21st century and continues to cement both his undisputed leadership and his cult of personality. With increasingly North Korean propaganda, the laudatory and bombastic tone of the plenary statement leaves no room for doubt: “Comrade Xi, through meticulous evaluations and deep reflections on numerous theoretical and practical questions about the cause of the Party and the country in the new era, has established a series of new ideas, thoughts and strategies on national governance that revolve around the main questions of our times: what kind of socialism with Chinese characteristics should we defend, what kind of great and modern country socialist should we build and what kind of Marxist governance should we develop.
As the founder of “Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Age,” the statement proclaims that “this is the Marxism of contemporary and 21st-century China.” And, as the “core” of the Central Committee, he assures that Xi “has demonstrated great historical initiative, tremendous political courage and a powerful sense of his mission”, providing “a unified leadership to advance towards our great struggle, great project, great cause. and great dream ».

For Professor Jean-Pierre Cabestan, an expert political scientist at Hong Kong Baptist University, “the Communist Party of China continues to fight because it has many enemies. But what kind of country organizes its political objectives around a struggle? In light of the “achievements” of these hundred years that the regime boasts, Cabestan believes that “there is no longer room to correct past mistakes (and crimes) or question wrong policies.” For this reason, and with nationalism as the main driving force of the Party, he believes that “his uninterrupted century of life leads logically to the new era, which is the dictatorship of Xi.”
Although the statement does not go so far as to criticize predecessors such as Jiang Zemin and Hu Jintao and reflects their achievements, it does not hesitate to affirm that Xi “has solved many difficult problems that had been on the agenda for a long time and were never solved and achieved many desired things that were never they succeeded ». Among them they note that “the Party’s leadership systems have improved” and “a landslide victory has been achieved in the fight against corruption”, as well as that “economic development has become more balanced, coordinated and sustainable.”
On the military front, the statement alarmingly announces that “the People’s Army has undergone a revolutionary restructuring preparing for the next phase,” taking “concrete actions to safeguard national sovereignty and security with an indomitable fighting spirit.” At the international level, he praises that “China has opened new paths in its diplomatic efforts amid profound global changes and has turned crises into opportunities”, which has resulted in “a marked increase in influence abroad.” In this sense, it recognizes that “the external panorama has become increasingly complex and serious during the last year under the combined impact of changes never seen in a century and the coronavirus pandemic”, whose origin confronts China with the West together to the repression in Xinjiang, Tibet and Hong Kong.
Without citing its massive 2019 democracy protests, the resolution boasts of “restoring order to Hong Kong” on the very day that one of those young protesters, who used to be dressed as Captain America, was sentenced to five years and nine months in jail for singing proclamations for independence. This is the second sentenced to prison terms under the draconian National Security Law imposed last year by the regime in the former British colony, which continues to lose the freedoms that set it apart from the rest of China.
Common prosperity
Amid mounting tension with Taiwan, the “de facto” independent island claimed by Beijing, the statement also opposes “separatist activities” and “foreign interference” as contacts by its democratically elected government increase. with the US and the European Union.
To end the inequalities brought about by the extraordinary growth of the last four decades, the Plenary calls for the “common prosperity” advocated by Xi Jinping. Paradoxically, its conclusion has coincided with Singles Day in China, which has become the world’s largest online sales day and has been celebrated with less ostentation than usual by the campaign to control large technology companies.
After convening the XX Congress of the Chinese Communist Party for the autumn of next year, in which Xi Jinping will perpetuate himself in power, the statement calls on his cadres, the people and the Army to join him in implementing his “socialism with characteristics Chinese in the new era. With its 100th anniversary completed, the Communist Party of China is preparing for another hundred years of “miracles.” Taking the enthusiastic propaganda at face value, it should not be ruled out that Xi Jinping is still in charge after a century.
