The victims of the Civil War and the Franco regime and their families would also be at risk of institutional abandonment if the historical memory decree, which orders key actions, such as the location of graves and exhumations, is repealed. It was approved in 2018 and, just a year later, Vox already tried to repeal it in the Cortes through a non-law proposal that did not gather any support. But the ultra party does not give up eliminating it and has included it in its electoral program for Castilla y León under a heading entitled “In defense of freedom against progressive impositions.”
As is the case with the law on sexist violence, the repeal of the historical memory decree would not leave the families of the victims outside of public policies because state law regulates rights and establishes measures for all of Spain. But many of these actions, such as the location and identification of victims, are channeled through the communities and that is the objective of the decree that Vox wants to erase. In any case, the measures that emanate from the state regulation are mandatory, so the Board cannot simply stop offering them.
