Among female workers, those who identify as black earn 35.4% less than non-black women
The average salary of women in Brazil is 20.7% lower than that of men, according to the 2nd Salary Transparency Report. The document was published this Wednesday (18.Sep.2024) by Ministry of Labor and Employment. The data refers to 2023. Here is the full (PDF – 2 MB).
In companies with 100 or more employees with formal employment contracts, the average female salary is R$3,565.48 and the average male salary is R$4,495.39. The average salary in the country, considering both sexes, is R$4,125.77.
In management and executive positions, women earn 27% less than men, and in higher-level positions, the difference reaches 31.2%

Breaking it down by race increases the difference. Black women receive, on average, a monthly salary 49.8% lower than non-black men.
According to the survey, the average salary of black women is R$2,745.76 – the lowest among the groups analyzed. Black male professionals receive, on average, R$3,493.59.
Among non-black people, the average female salary is R$4,249.71 and the average male salary is R$5,464.29.

Data from 50,692 establishments were analyzed, with 18.1 million employment relationships.
Among them, 35.3% have some policy to encourage the hiring of women and 27.9% to hire black workers. In 42.7% of the companies participating in the survey, however, black or brown women represented 0% to 10% of the workforce.
Since the Equal Pay Act (14,611 of 2023) was approved, companies must send salary and share information to the government every six months to prove parity between men and women. The data makes up the survey.
NATIONAL PAY EQUALITY PLAN
This Wednesday (18th September), the federal government launched the National Plan for Salary and Labor Equality. Here is the full (PDF – 334 kB).
The initiative of the ministries of Women and Labor and Employment lists 79 actions divided into 3 axes:
- access and expansion of women’s participation in the world of work: 36 actions to address the barriers that prevent women from accessing the world of work under conditions of full equality;
- women’s permanence in work activities: 19 actions to reduce obstacles to women remaining in the workforce and promote policies for sharing family responsibilities;
- professional advancement and appreciation of women in the world of work: 24 actions that aim to stimulate and create opportunities for young women to access careers linked to the exact sciences.
The plan will be monitored by a Management Committee. In addition to the ministries responsible for the initiative, the following departments will be represented: Development, Industry, Trade and Services, Racial Equality and Human and Citizenship Rights.
