Traditionally, with the approaching New Year holidays in Russia, the demand for pyrotechnic products is growing. However, fireworks and firecrackers are not only a matter of joy and fun, but also a source of increased danger. How not to miscalculate with the choice of such products and avoid accidents during the holidays – in the material of Izvestia.
Why are firecrackers dangerous?
At the very beginning of winter, a seven-year-old girl from Odintsovo was hospitalized after the explosion, the prosecutor’s office of the Moscow region said. According to preliminary data, on the evening of December 4, a firecracker exploded in the child’s hands. The injured girl was hospitalized.
In the course of the audit, which is being carried out by the Odintsovo city prosecutor’s office, the reasons and circumstances of the incident will be established, as well as an assessment of the fulfillment of the requirements of federal legislation will be given. In addition, based on the results of the verification, the issue of taking measures of the prosecutor’s response will be resolved.
Alas, this case is not isolated. At the end of November, in the city of Shakhty, Rostov Region, in the hands of a schoolboy exploded firecracker and tore off his brush. According to local media reports, the ninth grader decided to try out the pyrotechnics bought on the eve of the New Year.
The schoolboy lit the fuse, but did not have time to drop the firecracker. The doctors were unable to restore the limb, despite an emergency hospitalization. It is known that the young man is being brought up in a prosperous family and had not previously been registered with the PDN, the police began an investigation into the incident.
How to choose pyrotechnics
However, not only children but also adults find themselves in such situations. In order to avoid tragedies, it is necessary to take a responsible approach to both the use and the choice of pyrotechnics, emphasizes in a conversation with Izvestia, chairman of the Association of Independent Pyrotechnics Sergei Volzhin.
– First of all, you need to pay attention to the integrity of the packaging so that the box is not wet or deformed. It is also necessary to remember that the date of manufacture and expiration date should always be on the box, which is usually about three years. The box should not be stored longer due to the possibility of oxidation of the paper trunks, – he stressed.
All pyrotechnics have a hazard class: up to the third class, these are all so-called household pyrotechnics, the expert explains.
– The second and third class are allowed for sale and use by unqualified users. All professional pyrotechnics – this is indicated on the certificates that accompany any product – require qualified use and are already labeled with the fourth and fifth hazard classes. They are not available in stores and are sold only under a license and only to qualified pyrotechnics who have permits for that., – emphasizes Volzhin.
According to him, sometimes pyrotechnics are imported to Russia from Poland or Belarus, so the boxes come with foreign text, but all pyrotechnics must have certain articles, and most importantly, it must be certified.
– That is, in any case, the batch entering the territory of Russia is obligatory for certification. Even in spite of the appearance, the English text, if it is accompanied by standard certificates, it is allowed for sale, – he noted.
Fireworks and other pyrotechnic items should be purchased only in specialized stores, and not from hands or from markets where you can slip counterfeit products. Throughout the season, both the Ministry of Emergency Situations, the fire service and the police conduct regular checks on the points of sale of such goods.
In addition, Sergei Volzhin emphasizes, one should not forget about the consumer’s board, where certificates and the entire package of permits must be indicated – they must be freely available and the buyer has the right to demand, in addition to the receipt for the goods, a certificate for the product.
However, it is important not only to choose the right goods, but also to be able to store them. According to recommendations Rospotrebnadzor, they should be kept in a dry place, in their original packaging. It is forbidden to store pyrotechnic products in a humid or very dry room with a high air temperature (more than + 30 ° C) near flammable objects and substances, as well as near heating appliances. Also, do not carry them in your pocket or carry them in your car. In the cold season, it is advisable to store fireworks in a heated room, otherwise, due to temperature changes, they can become damp. It is strictly forbidden to dry damp fireworks on heating devices and using heating devices.
How to safely launch fireworks
In order to avoid injuries and accidents when using pyrotechnics, it is enough to strictly follow the instructions on the box, warns Sergei Volzhin.
– Each box in Russian must indicate the method of application, including safety measures. Depending on the caliber of the product, the safe distance from the audience is 20 or 30 m. It is necessary to place the pyrotechnics on a flat surface, and it is highly desirable that a sober person should set it on fire. A drunk person has worse movement coordination and reaction, and many are drawn to all sorts of extreme options for arson., – emphasizes the interlocutor of Izvestia. – In general, pyrotechnics of the so-called household use is primitive in use: it is enough to put it on a flat hard surface, set fire to the wick – it burns for about 6-10 seconds – and during this time step aside.
The use of fireworks, salutes and other pyrotechnics is strictly prohibited in buildings and premises, as well as on roofs, balconies and loggias, near power lines, on the territory of fire-hazardous and explosive objects, as well as on the territory of cultural heritage sites, reserves and other protected areas.
As the lawyer Maya Shevtsova recalled, for violation of the rules for the use of pyrotechnics, administrative liability is provided. And if the negligent actions of the perpetrators caused damage on a large scale, serious harm to health or death of a person, liability can grow from administrative to criminal.
– Punishment – a fine of up to a thousand rubles or arrest for 15 days. If, during the launch of the firecrackers, the health or property of a third party is damaged, criminal liability will ensue, and this is already up to seven years, she clarified.
The lawyer also explained that the use of pyrotechnics is possible only strictly according to the instructions of the manufacturer in an open area without trees and buildings, in the absence of closely located cars, within a radius of at least 100 m.
