It is clear to everyone that the Constitution establishes that in Mexico the head of the government and of the state is the president of all Mexicans; whether we like it or not, whoever occupies that position.
And in the case that concerns us –whether we like it or not–, his name is López Obrador. Yes, Mr. López Obrador is the “first president” of the Mexicans; he is the head of the government and head of the State institutions that depend on the Executive Power.
But we also all know that the president has his peers in the so-called Division of Powers; true counterweights provided for by the Constitution, precisely to give equity to the exercise of power in the so-called presidential system.
That is to say, López Obrador has peers such as the presidents of the Supreme Court and of Congress; counterweights that –along with the chief executive– give life to the so-called Division of Powers in the so-called Three Powers of the Union.
In other words; the president is that citizen to whom a majority of voters entrusted the mandate of the country, through the head of the government and the State.
However, the facts allow us to see today that the president is no longer everything that the Constitution says.
Why?
Because precisely in the facts, López Obrador already entrusted a good part of his powers, faculties and constitutional responsibilities to the military.
Today, for example, in fact the heads of the military institutions – the subordinates of the president in the Sedena, the Navy and the National Guard – appear as the true bosses of the president.
And why do many Mexicans see the heads of military institutions as the true bosses and agents of the president of all citizens?
The answer is elementary, it is provided daily by the facts, the stubborn reality that we all see. And if you doubt it, here are the examples.
1.- Today the military, marines and national guards are in charge of security, inefficiently and without any civilian being able to intervene to prevent the violation of human rights.
2.- Today the military, the marines and the national guards are the owners of the largest government works; They are managers of the largest state companies and they are the ones who do the biggest deals that come out of presidential power.
3.- Today the heads of the military institutions are in charge of analyzing, drafting and dictating the laws that President López Obrador sends to the Congress of the Union from the Palace.
4.- All those laws like the one that militarizes the entire country; like the one that proposes the destruction of the INE and the Electoral Tribunal and like the one that seeks the nationalization of the electricity industry.
5.- Today the military, marines and national guards are in charge of customs, airports, highways, espionage and isolation of the president and his offspring, in addition to selectively applying justice and, above all, the military, marines and guards nationals are responsible for the repression of popular demonstrations against the excesses of presidential power.
6.- Today the military, marines and national guards take care of the presidential family, but, above all, they also take care of the leaders of the criminal gangs; they protect drug barons, white slavers, organ traffickers… and all organized crime.
7.- Today the military chiefs tell the president what and how to respond to pressure from the Washington government.
8.- And the worst, the secretary of the Sedena refuses to appear before the Mexican Congress, but he goes quickly and secretly before the military chiefs of the United States, Cuba and Russia.
9.- Today, according to the #GuacamayaLikes hack, it reveals that those same soldiers have ties to organized crime and that not a few governments of the official party, Morena, are true “narco-governments.”
10.- And perhaps the worst, that the Mexican military today are in the line of official complicity that has caused 150 thousand violent deaths; more than one hundred thousand disappearances; thousands and thousands of femicides; responsible for the death of dozens of journalists and, above all, human rights defenders and activists in favor of the land and ecology.
