The escalation of violence in Ukraine continues. After more than a week of war in the Ukrainian country, hostilities do not cease. On this Saturday morning humanitarian corridors had been set up in the cities of Mariupol and Volnovakha. However, the Ukrainian authorities have denounced that Russia has not respected these humanitarian corridors and has resumed the offensive in the midst of the exodus of citizens.
For its part, Moscow has accused the leaders of the Slavic country to use the population of both cities as “human shields” and to take advantage of these preparations to “regroup and strengthen their position”.
This Saturday, the president of the Russian Federation, Vladimir Putin has denied the rumors that spoke about the possible entry into force of martial law for demonstrations in the country protesting the war in Ukraine.
When does martial law apply in Russia?
As specified by the Federal constitutional law of January 30, 2002,martial law could be invoked if there is:
1) invasion or attack by the armed forces of a foreign state (group of states) on the territory of the Russian Federation, any military occupation of the territory of the Russian Federation as a result of such invasion or attack, or any annexation of the territory of the Russian Federation or part of it with the use of armed force;
2) shelling by the armed forces of a foreign state (group of states) of the territory of the Russian Federation or the use of any weapons by a foreign state (group of states) against the Russian Federation;
3) blockade of ports or coasts of the Russian Federation by the armed forces of a foreign state (group of states);
4) an attack by the armed forces of a foreign state (a group of states) on the Armed Forces of the Russian Federation or other troops, regardless of their location;
5) actions of a foreign state (a group of states) allowing (allowing) another state (a group of states) to use its territory to commit an act of aggression against the Russian Federation;
6) sending by a foreign state (group of states) or on behalf of a foreign state (group of states) armed bands, groups, irregular forces or mercenaries carrying out acts of use of armed force against the Federation of Russia amounting to acts of aggression specified in this paragraph.
What has Putin said about the application of martial law?
The Russian president explained that “martial law is introduced in the country according to the law by presidential decree, and must be confirmed by decision of the Federation Council in case of external aggression, including in specific areas of hostilities. But we don’t have such a situation, and I hope there won’t be.”
The approval by the Federation Council must occur within 48 hours of the presidential decree by simple majority of votes. If this did not happen, he would get up the next day.
In addition, the Russian leader explained that “a special situation is also introduced by decree and by decision of the Federation Council in case of some large-scale insider threats. And another regime, the emergency regime, generally is introduced in the regions or in the whole country. in case of man-made disasters, natural disasters…”.
To conclude, Putin has denied any of these assumptions: “thank God, there is no such thing either. We do not plan to introduce any special provision on the territory of the Russian Federation. We do not plan, and there is no such need today.”
