Teachers of the Amazigh language in some public schools are protesting against clear violations by some educational directors and inspectors that affect the teaching of the Amazigh language, in addition to the great shortcoming in Tamazight teachers, which impedes the workshops of teaching Amazigh in Morocco.
The Custodial Ministry has been involved in the process of teaching the Amazigh language in Morocco since 2003 in partnership with the Royal Institute of Amazigh Culture (officially tasked with expressing an opinion on measures that would preserve and promote Amazigh culture), but it has not yet reached the generalization of the teaching of Tamazight in primary schools, while The government created a special fund to activate the official character of Tamazight, with a budget of one billion dirhams by 2025.
Violations, confusion and contempt
In the southern province of Chichaoua, professors of the Amazigh language expressed their “confusion between ministerial memoranda regarding the systematic management of Amazigh language classes in harmony with other subjects, and between the jurisprudence of educational administrators and inspectors,” according to a statement received by Sky News Arabia.
The Tamazight professors explained that “despite the fact that Ministerial Memorandum No. 130 is explicit and clear regarding the number of departments assigned to the Amazigh language professor, and the weekly time cover specified for the components of this article, some directors and inspectors of institutions act in this matter as they please; they sometimes increase and decrease others. And they manipulate the temporal cover of the material according to their whims.”
Professors complained about some directors and inspectors of educational institutions who “despise the Amazigh professor, considering that this language is only a recreational activity, and in turn is not a basic subject similar to the Arabic and French languages.”
The Tamazight professors highlighted that some of their colleagues are required to “teach other subjects that are not their specialization, knowing that their field of training is limited only to the teaching of the Amazigh language, in addition to the inclusion of Tamazight outside the classes of other subjects.”
Obstacles that undermine the efforts made
This was not the first time that teachers of the Amazigh language in Morocco suffered from the “narrowing” of some educational administrators and inspectors, which forced the actors in the field of Amazigh in Morocco to alert the government to these obstacles that harm its efforts to activate the official character of Amazigh in the areas of public life. .
In the opinion of the educational expert and Amazigh actor, Abdullah Badou, “This is only a sample of the violations that the Amazigh language suffers at the beginning of each school season, and the reason is mostly due to the weakness of a group of actors owning the legal and regulatory framework for the integration of the Amazigh language into the educational system, due to the combination of Institutional and subjective factors are also related to the nature of the ideological affiliations of some educational actors.
Badou highlighted, in his statement to “Sky News Arabia”, that the institutional aspect “can be summed up in the inaccuracy of the ministerial memos framing the teaching process, which opens room for interpretations and interpretations that do not keep pace with educational developments,” adding that “the blurring of some memos makes the field fertile for Educators have negative attitudes towards Amazigh in order to dispose of their racist attitudes.
Therefore, “taking decisions or giving directions without legal basis or not respecting the regulatory notes framing the teaching of the Amazigh language is a breach of a professional duty, and an explicit violation of legal requirements that he must respect and ensure that he downloads them from his position as an educational inspector, as he is an implementer of the educational policy and ensures that it is downloaded at the level of his field of intervention.” Away from his convictions and beliefs,” the Amazigh actor added.
Amazigh priority without bids
The teachers of the Tamazight teaching and the educational inspectors of the subject were rejoiced at the beginning of the current school season, after the Ministry of Education and National issued five new courses for the levels of the primary corps from the second to the sixth, in harmony with the new curriculum for teaching the Amazigh language announced by the ministry last year, as a main focus. One of the axes of the implementation of the roadmap for the integration of Tamazight in the field of education.
Educational experts in the field of Tamazight consider that a large part of Moroccan children are in a situation of deprivation from teaching their mother tongue, Tamazight, which negatively affects their achievement process, as “the communicative estrangement between the language used at home; that is, the mother tongue, can constitute Violent shock loses the child’s pedagogical balance and weakens his confidence in himself and the school,” says Abdelhadi Imharf, a professor specializing in Tamazight at Abdelmalek Saadi University in Tetouan.
Speaking to “Sky News Arabia”, Amharf called for “investing the mother tongue in the educational process, and considering it a basic dimension in upbringing and indoctrination, instead of considering this basic dimension of the social entity of the child from the beginning just a congenital defect.”
The same speaker added, “Teaching Tamazight, especially in areas with a majority speaking this language, would contribute to reducing repetition, waste and school dropouts,” adds the university professor, who demanded that “this process be carried out without bids from any party, because it is a matter of interest.” All Maghreb.
