Welfare areas|In the opinion of the welfare regional director of Itä-Uusimaa, the situation in the region is not healthy.
Welfare areas last week we heard good news about the use of expensive hired labor, but the situation is not rosy in all areas. Despite hopes for a reduction, many regions have increased the purchase of hired labor this year.
Itä-Uusimaa, for example, stands out as a large user of temporary work. This year, between January and July, about one-sixth, or 16.5 percent, of the region’s labor costs went to hired labor. On average, the figure is 3.7 percent in welfare areas. In Eastern Uusimaa, the costs of temporary work increased by approximately 37 percent compared to the beginning of last year.
Welfare area director Max Lönnqvist Eastern Uusimaa considers the amount of temporary work to be worrying. In the region, it is used, for example, in home care.
“We don’t like to use it, but we haven’t really had a choice.”
Southern Ostrobothnia increased the most money spent on hired work, more than 80 percent. On the other hand, in the region, the share of temporary work in all labor costs is small, about two percent.
Last last week, the Ministry of Social Affairs and Health announced that the costs of temporary work had decreased in welfare areas.
This is true, but the regions fall into two groups. About half of the regions reduced hired work at the beginning of the year, while about half increased it.
The differences can be found in the information that the regions submit to the State Treasury every month. The statistics used by STT have been compiled by the Ministry of Finance.
Temporary work is often obtained because professionals cannot be hired as own employees.
According to Lönnqvist from Itä-Uudenmaa, temporary work is considerably expensive, even double or triple the cost.
“Now that we have to run normal operations of a routine nature with hired labor, it’s not a healthy situation.”
This year, Itä-Uusimaa has tendered nurses and community nurses and received a 30-40 percent reduction in the hourly price from the beginning of September.
In addition, Lönnqvist believes that the closure of some units in the area is planned to help the matter next year. Our own employees should be more than enough.
Numbers in light, the great success is Länsi-Uusimaa. In the beginning of the year, the area has almost halved the money spent on rental work.
Länsi-Uusimaa rented labor in January-July last year for around 24.6 million euros, but this year the amount was only 13.5 million euros.
“We will spend more than 20 million euros less on hired labor than last year,” says the director of service production Matias Pälve from Western Uusimaa.
About a year ago, a new organization started in the area, which employs, among other things, recruitment professionals. It has improved the recruitment and retention of employees.
In addition, the use of temporary labor is monitored more closely than before on a monthly basis, at the level of units and professional groups. Pälve says that the general labor shortage in the social security sector has also eased since last year, meaning that employees have been better available for work.
