Vladimir Putin announced this on March 5 at a meeting with representatives of the flight crew of Russian airlines. He emphasized that only professional military personnel are involved in solving problems, and they are not going to attract conscripts. In addition, the President added that at the moment almost the entire military infrastructure of Ukraine has been destroyed, and the operation is proceeding as planned by the General Staff.
Reasons for the operation
On the eve of the holidays, Vladimir Putin met with representatives of the flight crew of Russian airlines. The event was held at the training center of Aeroflot. All these events led to the start of a special military operation, the goals of which were the demilitarization, denazification of Ukraine and giving this country a neutral status.

The head of state added: Ukraine already has the relevant competencies. “These are absolutely real threats,” Putin summed up.
He also emphasized: if the leadership of Ukraine continues to act in the direction in which it is now acting, then “this calls into question the future of Ukrainian statehood”. The President spoke in detail about the goals of denazification of the neighboring country, recalling that his Western colleagues reproached him for the presence of radicals on the territory of Russia.
“We have, but we don’t have radicals in the government,” Vladimir Putin explained the difference at the meeting.
He also shared some details of the ongoing operation. In particular, the president spoke about the hostage-taking of foreign citizens by Ukrainian troops, but noted that the country’s leadership and the leaders of European states could not do anything to resolve these issues. Problems arose with the organization of humanitarian corridors from Mariupol – people are not allowed out of there, the Russian leader said. At that meeting, he also stated that sanctions imposed against Russia are “akin to a declaration of war”.
No reason
The President also commented on reports from various sources about the alleged introduction of martial law in the Russian Federation. Vladimir Putin stressed that such a provision is introduced in the event of external aggression, there is no such situation in Russia now and, hopefully, will not be.
— We do not plan to introduce any special provision on the territory of the Russian Federation. There is no such need today,” the head of state said.
In addition, there is no need to declare a state of emergency yet. However, he warned that Russia would consider any attempts by other countries to establish a no-fly zone over Ukraine as participation in hostilities.
The risk of introducing martial law cannot be completely ruled out, but the final decision will be made by the president, who has all the relevant data, Sergei Bezdenezhnykh, a member of the Federation Council committee on defense and security, told Izvestia.
“Anything can happen during a special operation. Everything will be determined by the supreme commander in chief, because it is he who has all the information. It is very difficult to predict something, — the senator noted. We are in the business of legislation. Work is proceeding as usual, with the exception of some adjustments.
The President also assured that only professional soldiers are taking part in the special operation.
— There are no conscripts, and we do not plan to do so. And we’re not going. I repeat once again: only men who voluntarily made for themselves a very responsible choice in life take part in this operation – to defend their homeland. They perform this task with honor,” the head of state noted, adding that there are no plans to attract conscripts and reservists.
He thanked the volunteers who come to the military registration and enlistment offices, but assured that their help would not be needed.. The President also added that almost the entire military infrastructure of Ukraine has been destroyed, the elimination of air defense is almost completed, and the operation is proceeding as planned by the General Staff.
Citizen support
Those present were also interested in government measures aimed at supporting families, socially vulnerable categories of citizens and entrepreneurs. The President noted that all social benefits will be indexed. Yaroslav Nilov, head of the committee on labor, social policy and veterans’ affairs, told Izvestia that such measures could be taken promptly.
“Yesterday we gave the government the right to increase pensions and benefits depending on the situation. Anything can be here. The situation may be completely different. If inflation is high, prices will rise, I do not rule out that changes will be required. Military and civil pensions were indexed on January 1 by 8.6%. Today we see how prices are rising – somewhere by 30%, somewhere by 50%. It seems to me that this is happening because of the panic in the market,” the deputy emphasized.
The president also touched upon measures to support entrepreneurs. He noted that the way out of the current situation in Russia could be maximum economic freedom of business. Vladimir Putin promised to announce new steps in the near future to create in the Russian Federation a unified system of support for families of expectant mothers and families with children under 18 years of age. Now there are such measures, but not in all regions, the head of state added.
