The Minister of Planning and Budget, Simone Tebet, recognized this Wednesday, 12th, that the challenge to balance public accounts “is not small”. The statement was made in a hearing at the Mixed Budget Committee (CMO) of the National Congress. “We are not here to sugarcoat the pill,” she said, when showing parliamentarians a presentation on the fiscal framework.
“Without fiscal balance, we cannot achieve social goals,” declared Tebet, arguing that it is necessary to clean up public accounts to boost programs for low-income people.
At the beginning of the hearing, Tebet received a call from the Minister of Finance, Fernando Haddad, but was unable to answer.
Spending Review
The Minister of Planning once again defended a review of government spending. During the hearing, she stated that, by improving the quality of public spending, the Executive can reduce the pressure of mandatory expenses on the Budget.
“Worse than spending a lot, Brazil spends badly,” declared Tebet.
According to the minister, there are “extremely necessary and priority” public policies in Brazil that, on the other hand, are not efficient. She defended the review of these measures.
The focus of the spending review in the Lula government, according to her, is qualification. She also refuted criticism that the 2025 Budget Guidelines Law (LDO) did not include a broad expenditure review. “We only put in what we were really working on until April and what we knew we already had authorization from the Budget Board and President Lula,” she said.
An example of a spending review that is being carried out, according to the minister, is “defense insurance”, a benefit for artisanal fishermen.
According to her, 800,000 people are receiving these benefits, but the National Household Sample Survey (Pnad) shows only 250,000 artisanal fishermen registered in the country.
