The second wave of Covid 19 affected countries which until then had more or less passed “through” the epidemic. This is particularly true of some central European countries, such as the Czech Republic, or the Balkan region. Slovenia, a small country of two million inhabitants wedged between Austria, Italy and Croatia, is today, behind Belgium, the country most affected by the epidemic in terms of the number of deaths per capita.
This deterioration in the health situation caused a political crisis, with government and opposition passing the buck. For the Secretary of State in charge of vaccination, Jelko Kacin, the population was not sufficiently careful, despite the barrier gestures and precautions recommended by the authorities.
