Unemployment “This doesn’t feel good” – Even the calls of the unemployed have not been answered in Vantaa anymore, a large-scale experiment in the background

The first half of the experiment has begun tangling in big cities.

Unemployed services have drifted into a bad quagmire. The regional employment trials that began in March have not overcome the confusion. Service congestion has continued in many places to this day.

The cities of the Helsinki metropolitan area, Helsinki, Espoo and Vantaa together with Kerava are included in the experiment. The experiment examines whether the services of jobseekers can be improved by transferring organizational responsibility from the state to municipalities.

The worst congestion is in the Helsinki metropolitan area in the municipal experiment in Vantaa and Kerava, where, according to statistics from mid-October, there were an average of 206 jobseekers per employment services expert.

There were 169 jobseekers per expert in Helsinki and 171 jobseekers in Espoo.

The Vantaa and Kerava municipal experiments have 22,500 jobseekers as customers, of whom more than 18,000 are unemployed.

Other jobseekers with a job and those unemployed who receive earnings-related daily allowance have remained customers of the state’s TE offices in the pilot areas.

In the Vantaa – KeravA experiment the congestion of services is reflected in practice in the fact that many jobseekers interviewed by HS or an organization that employs people with wage subsidies have not been able to contact the municipal experiment, despite many companies.

Under certain conditions, organizations can hire the unemployed with a 100% wage subsidy, ie the state pays the employee’s salary in full.

Wage subsidy is a discretionary subsidy that can be granted to companies or organizations by the TE Offices and the municipality involved in the municipal employment experiment.

The people in charge of the Vantaa Jobseekers, Korso Unemployed and Back to Life organizations have all experienced setbacks in their employment efforts during the last six months.

Chairman Eija Suvimäki says that an unemployed person who applied for a job from the Vantaa Jobseekers’ Organization had not received a response to the employment test by phone or e – mail. It wasn’t until two weeks later that the email was responded with by complaining about congestion.

In Korso’s unemployed, the attempt to recruit an employee with wage subsidy ended in a negative decision that the employee did not set out to challenge, even though the decision was considered unfair.

Back Executive Director of Life Sami Niiko there have been difficulties in hiring up to three unemployed people.

One summer employee had been talked about a 100 percent wage subsidy for a year before the summer, but after the summer, only a 50 percent wage subsidy was available. Then neither was successful, but would have received wage subsidies for only two months.

“The director had changed during the summer. This doesn’t feel good when the decisions seem quite arbitrary, ”says Niikko.

The job seeker confirms Niiko’s story. HS does not disclose his name because of his vulnerable position.

The jobseeker says he tried several times to find out what the changed policies were based on and when he could then apply for a wage subsidy for a 12-month period. He had also given Niiko the authority to handle the matter.

“The director just hocked it for two months and my boss shouldn’t call them. He was very rude and explained everything in a very complicated way, ”says the job seeker.

Eventually the instructor announced that he would read the instructions aloud on the phone. It turned out that a 24-month unemployment period is required.

“I said‘ thank you, I wanted to know this ’and I ended the call. There are now 20 months of unemployment. ”

The job seeker suspects that his treatment has been affected by the fact that in the early stages of the Corona Epidemic Back to Life he had to be fired.

Another person Niikko was trying to help find employment, has not been in contact with the employment services counselor for half a year. The jobseeker tells HS that he has tried to call the municipal experiment several times, but has not been called back from there.

If a jobseeker were to receive a wage subsidy from the Back to Life organization, he or she could drive a truck driver’s license, improving his or her chances of finding a job. According to Niiko, the organization would pay for a driver’s license. A food-savvy driver would benefit from food aid organization transportation.

However, things will not move forward until the employment experiment is answered.

Back to life, he has been sharing food aid in Koivukylä and Korso in Vantaa for years. The organization also does youth work.

Municipal experiments The aim is to develop services so that they support the jobseeker’s employment and that the new service models take the customer’s situation and service needs into account individually. These goals will be difficult to achieve if there are not enough staff in the employment experiment.

Vantaa Director of Employment Services Susanna Taipale-Vuorinen says that almost 95 people had to move from the state te offices to the municipal experiment, but only about 60 of them moved. Congestion has not been resolved as recruitment and training of new employees is still ongoing.

Taipale-Vuorinen estimates that the group of 184 employees planned for the municipal experiment would be piled up after the turn of the year.

At the beginning of the municipal experiment, a lot of interview debt was transferred with the unemployed, which could not be done in the TE offices due to the corona epidemic.

In telephone services, the situation has already eased. According to Taipale-Vuorinen, of the 225 calls received in the last week of October, 147 could be answered directly. The next day was answered to those who had wished it back.

Peak still appears as a delay in employment plans. Under current law, the employment plans of every unemployed person should be updated every three to six.

None of the cities in the metropolitan area have been able to maintain at least 35% of their employment plans. The situation of the long-term unemployed is quite similar. Only a fraction of those who have been unemployed for more than a year have a valid activation plan.

Vantaa retired from employment services in January Jarkko Rintanen sees fundamental problems in the municipal experiment, which cannot be solved by increasing the number of staff. Rintasen has more than 30 years of experience working in various positions.

The roles of state employment offices and urban employment services have so far been very different. The experts in the Te office have known the legal clauses like their own pockets and have written statements sent to Kela and the unemployment funds so that people have received the subsidies that belong to them.

City employees have interviewed people, listened to their rehabilitation or coaching needs, and perhaps directed them to further training.

“But now the idea is that everyone does everything. It is no longer the case that I control and you are the official side, ”says Rintanen.

Roles there is a risk of confusion that the statements required for the payment of subsidies will be incomplete or that people will not be guided.

“I’ve been doing this job for so long that I dare say job search is often a play. The job seeker does not dare to speak openly to the counselor because he or she is afraid of not receiving money. In an interview situation, you should be able to build mutual trust, and not everyone will succeed, ”says Rintanen.

He regrets that, despite his good goals, the implementation of the municipal experiment does not serve the purpose.

Taipale-Vuorinen confirms that in the municipal experiment, all employees do everything, that is, make statements and guide. Teams have been set up according to different types of jobseekers, such as those in foreign languages ​​and those in young people under 30.

“The basic idea in this municipal experiment is to create something new, not repeat the old. The aim is now to create an operating model that would achieve the set goals better than at present, ”concludes Taipale-Vuorinen.

His he thinks it is natural for the person who interviews the job seeker to also make a statement about him. Otherwise, there will only be criticisms that the statement was written by someone who has not even met the job seeker.

Some of the statements are very simple and some are more demanding. In accordance with the law, the TE Office makes the statements that require the most consideration.

The municipal experiments will continue until the end of June 2023. The government has proposed that the functions be transferred to municipalities in 2024.

A total of 25 pilot areas with 118 municipalities are participating in the municipal experiments.
