UN Human Rights in South America wants a “fast and complete” investigation; Man suffocated in police car
The UN (United Nations) Human Rights in South America charged on Friday (May 27, 2022) a “fast and complete” investigation into the death of a man asphyxiated in a PRF (Federal Highway Police) vehicle in Sergipe.
The 38-year-old man was identified as Genivaldo de Jesus Santos. The approach of the PRF took place in Umbaúba, coast of Sergipe. The case took place on Wednesday afternoon (May 25, 2022) and was recorded on video by witnesses.
In the images released, police officers immobilize Genivaldo inside the trunk of a car. It is also possible to see a large amount of smoke and the man struggling with his legs, which are on the outside of the vehicle.
Watch (1min16s):
The UN Human Rights regional chief, Jan Jarab, that the investigation of the case leads to the arrest of those involved and reparations to the victim’s family.
He also cited, in comparison, the recent police operation in Vila Cruzeiro (RJ), which ended with at least 25 deaths and was praised by President Jair Bolsonaro and his son and deputy Eduardo Bolsonaro.
“The death of Genivaldo, in itself shocking, once again calls into question the respect for human rights in the performance of the police in Brazil”declared Jarab.
In this case, even saying he did not know what happened during the approach, Bolsonaro said that “execution no one admits”.
“Disproportionate police violence will not stop until the authorities take definitive action to combat it, such as prosecuting and effectively punishing any human rights violations committed by state actors, to avoid impunity.” said.
investigations
After the case gained national attention from the media and politicians, who criticized the approach, the PRF removed the agents involved in the case.
O MPF (Federal Public Prosecutor’s Office) opened a procedure to follow the investigations into the death of Genivaldo.
In the order published on this 5th (May 26), the agency established a period of 48 hours for the Civil Police of Umbaúba to provide information about the action carried out by the PRF.
It also requested that the Federal Highway Police provide clarification on the administrative process set up to investigate the police approach. Here’s the intact of the document (57KB).
The PRF said that it removed the agents involved in the action and installed disciplinary proceedings to investigate the case.
In a note published in the social networksthe Federal Highway Police reported that “is committed to the unequivocal investigation of the circumstances relating to the occurrence in the state of Sergipe, collaborating with the authorities responsible for the investigation”.
The Federal Police also said it had launched an investigation to investigate Genivaldo’s death.
The preliminary report released by the IML (Legal Medical Institute) of Sergipe points to “acute failure secondary to asphyxia” as the cause of Genivaldo’s death.
“Mechanical asphyxia is when there is an obstruction to the flow of air between the external environment and the lungs. This obstruction can occur through several factors and at this first moment it was not possible to establish the immediate cause of asphyxia, nor how it occurred”. behold intact of the note (31KB).
