War in Ukraine, there are all 27 countries of the European Union – including Italy – but also the USA and the United Kingdom on the list – compiled by the Government of Russia – of foreign states and territories “committing hostile actions against Russia, its companies and citizens”. A list that indicates who approved or supported the sanctions against Moscow and which includes leading countries but, together with Ukraine (for obvious reasons), also includes the inclusion of small nations, such as Andorra, Iceland, Liechtenstein, Monaco, San Marino and Micronesia. The – unprecedented – presence of Switzerland stands out, breaking its traditional neutrality to support international measures against Russia.
But in addition to the ‘political’ value of this list there is also an economic aspect of great impact: in fact, the government document underlines that Russian counterparties – public or private – “who have foreign currency obligations towards foreign creditors from the list of hostile countries will be able to pay them in rubles”. In practice, bonds issued by the Russian state or by any public or private institution could lose value, since no international counterparty would accept to be paid in a currency whose value is plummeting vertically. “The new temporary procedure applies to payments in excess of 10 million rubles per month (or a similar amount in foreign currency),” the statement concluded.
