Trump and Putin agree 30 days without attacks on energy and infrastructure objectives in Ukraine

The president of the United States, Donald Trump, and his Russian counterpart, Vladimir Putin, have spoken by telephone this Tuesday in a conversation that has lasted an hour and a half, according to NBC News. In a statement after the conversation, the White House has reported that both leaders have agreed to stop the fire on energy and infrastructure objectives, and negotiate a subsequent high maritime fire. The Kremlin has detailed that the attacks will stop for 30 days.

The agreement does not collect the total and unconditional fire that Ukraine claimed, and will begin with the exchange of 175 prisoners between the sides, plus the repatriation to Ukraine of 23 serious wounded war. The idea that the high fire is limited and not permanent was Trump himself, according to the Russian part, which has also highlighted the creation of work groups to address further negotiations on the resolution of the conflict.

The Russian government’s note has also said that Putin has insisted that, for the high fire to be general, forced recruitment should be stopped in Ukraine and the rearmament of his army, conditions that hinder the agreement.

The White House statement has indicated the improvement of the relations of both countries, which would bring “enormous advantages”, and that the conversation also addressed the situation in the Middle East – a “potential collaboration to prevent future conflicts” -, the control of the “strategic weapons” and the “shared” vision that Iran should not be in a position of “destroying Israel.”

“My telephone conversation with President Putin has been very good and productive,” said Trump in his social networks: “We have agreed to high the immediate fire for all energy and infrastructure, with the understanding that we will work quickly to have a high full fire and, ultimately, an end to this horrible war between Russia and Ukraine. From a peace contract, including the fact that thousands of soldiers are being killed, and both President Putin and President Zelensky would like to see their end.

For his part, President Volodimir Zelenski has been cautious in online statements to journalists. “I think it would be right to have a conversation with President Trump to know in detail what the Russians have offered to the Americans and what the Americans have offered to the Russians.”

The president of the European Commission, Ursula von der Leyen, has spoken about the telephone call between Trump and Putin before he finished, and has asked Russia to accept the “high fire without previous conditions.” He has done so in statements to journalists with the Prime Irene Castro.

The expected telephone conversation, another sample of the thaw of relations between Moscow and Washington, occurs days after Putin put his own conditions to the high temporal fire that kyiv acceded a week ago, delaying the progress towards a cessation of hostilities more than three years after the start of the invasion.

Kremlin spokesman Dmitri Peskov had announced that the call was expected to take place between 4:00 p.m. and 6:00 p.m. in Moscow (2:00 p.m. and 4:00 p.m. in Spain). “There are many issues related to the normalization of our relationships and the Ukrainian issue, and both presidents will address them,” Peskov had advanced.

As reported Bloomberg This Tuesday citing familiar sources, Putin is demanding a suspension of all arms shipments to Ukraine during the high fire proposed by Trump, a previous requirement that already slid last week at a press conference. After the negotiations last Tuesday in Saudi Arabia, the United States and Ukraine announced the truce next to the squeeze of the supply of weapons and the exchange of intelligence imposed for approximately one week by Washington to press kyiv to sit down to negotiate.

The Russian president, who has not publicly abandoned his maximalist positions, seems to be trying to take the opportunity to start concessions for possible negotiations that end the war that he began. And Trump is already hinting what aspects can form a peace plan. “Many elements of a final agreement have been agreed, but much remains to be done,” he said Monday on his social truth network.

On board the Air Force One, the US president said he hoped to address with Putin territorial issues and the destiny of Ukrainian power plants, in an apparent allusion to the nuclear plant of Zaporiyia, the largest in Europe, occupied by Russia since the beginning of the invasion. Trump said he had already talked about the “division of certain assets.” The White House spokeswoman, Karoline Leavitt, said that the central in question is “on the border” between Ukraine and Russia, instead of saying that it is located in the contact line.

“We want to see if we can put an end to that war. Maybe we can. Maybe not, but I think we have a very good opportunity,” said the Republican president. According to advanced the Semafor mediumTrump even offers the recognition by the United States of Russian sovereignty about the Crimean Peninsula – neut into 2014.

Ukraine – of which Trump has previously said it was more difficult to work with her – made a concession by accepting the truce of 30 days by land, sea and air proposed by the United States in Saudi Arabia. Volodimir Zelenski has repeatedly affirmed that the sovereignty of his country is not negotiable and that he will never recognize any territory occupied as Russian. Moscow occupies around 20% of Ukraine.

Zelenski, whom Trump has accused of not having the will to end the war, is taking advantage of Russian delay to point out that it is Putin who is not interested in establishing negotiations and has asked to increase the pressure on Moscow. This Monday, he said that the implementation of the truce proposal “could have begun a long time ago.” “Every day in times of war is a matter of human lives,” he said in X. “It is clear to everyone who is Putin who continues to extend this war.”

The last telephone conversation between Putin and Trump took place on February 12. The US president has undertaken a turn in the policy on the Ukraine War, substantially increasing the pressure on kyiv – with a televised anger in the oval office included – as Moscow approaches and breaks the isolation of Putin by the West.

There are other signs of Trump’s efforts to facilitate an agreement with Putin. The United States communicated on Monday its departure from the International Center for the prosecution of the crime of aggression to Ukraine (ICPA), responsible for investigating and collecting evidence of the Russian invasion that involves high military and political positions of this nationality to facilitate a judgment in the future.
