I was in exchange in Italy ten years ago. There, I noticed that the state administration was flagging not only the Italian flag but also the EU flag at various events that required flagging. The answer to the question is worth looking through a bit of a twist, as there is a simple “technical” reason why you saw so many EU tickets in Italy. Namely: Italy has regulated the use of the EU flag in a separate regulation. Under a law passed in 2000, public institutions must display EU flags whenever possible. In addition, the EU flag takes precedence over regional flags, ie the flags of provinces or regions.

There are similar cultural reasons for the rarity of Finland’s EU flagging, but they are clearly more boring than in Italy. However, it seems that NATO wants to circumvent such regional disputes from afar. The situations in Abkhazia and South Ossetia make it difficult to think about Georgia’s NATO membership, as does the conquest of Crimea, which is slowing Ukraine’s NATO aspirations.

The state could become a nuisance to Finland’s NATO membership if a major country suddenly recognized it and promised to protect it with nuclear weapons, for example. It is possible to speculate even if all the regions that desire the independence of the world join together and recognize each other: Catalonia, Transnistria, the State…
