The works at the animal shelter put on the brakes. The City Council affirms that it has been forced to modify the project due to the entry into force of the new Animal Protection Law. A setback that, as announced yesterday by the government team, will mean a three-month break, which estimates that it will take to finish the drafting of the project modification. He assures that this requires that the work does not interrupt the service and that the activity of the shelter continues at the same time that the works are carried out. This is why the company will now be forced to carry out the work in phases.
Councilor Concha Sala defends that this legal change was an “unforeseeable circumstance in November 2023 when the work began.” In practice, execution in phases will require erecting certain construction fences in order to separate the main work into phases. It will also involve the reorganization and transfer within the plot of the existing facilities, as well as the animals themselves. In addition, a new wastewater connection must also be carried out and the intervention of a veterinarian must be guaranteed to manage the necessary measures for animal care and well-being at all times.
Sala points out that these actions are “completely necessary for the normal execution of the work and cannot be dispensed with.” It states that at no time does it imply a modification or expansion of units included in the works project, it being necessary to proceed with the implementation of a modified project with the introduction of the indicated actions, “which will involve a small financial expense to the municipal coffers, since these modifications are not planned,” the councilor acknowledges without putting figures. She considers that the modifications are not considered substantial because “the nature of the same is not modified; What it is about is rethinking the way the works are carried out for three months and readjusting the work program. The works were awarded to Urdecon in September for 1.3 million, which represented a 10% discount, the maximum allowed by the Framework Agreement. The financing of the work has been based on a loan of 19 million signed by the City Council.
