In Russia, they wanted to assign identification numbers to pets, and oblige their owners to report this to the Federal State Information System (FSIS) in the field of veterinary medicine. The corresponding bill is being prepared by the Ministry of Natural Resources, write “News”.
As the ministry said, the department is working on a mechanism for registering domestic animals in the country in order to eliminate the legal gap in the treatment of animals and reduce the population of pets without owners. The document will also simplify the search for missing animals.
In FSIS, as the document suggests, a card will be created for the pet owner and a unique alphanumeric identification number will be assigned to the animal. It is not yet clear whether the animal itself will need to be marked and whether registration will be a mandatory tool.
“This will increase the level of personal responsibility of the owners, plus it will allow the owner to be involved in the event that he throws out the animal or if the dog bites people. In addition, when a universal database appears in Russia, we will be able to talk about issues that concern homeless animals,” Vladimir Golubev, President of the Russian Canine Federation, commented on the initiative.
In September 2023, mandatory registration of pets began in the Moscow region. Pet owners can submit an application for this on the region’s State Services portal, and then visit a veterinary clinic with their pet.
